State Transport Leasing Company (GTLK) has changed the address at which its legal entity is registered, moving from Salekhard in the Yamalo-Nenets Autonomous Okrug to Veliky Novgorod in the Novgorod region. Interfax, Vedomosti, Kommersant and TASS all reported that the decision was recorded in the EGRUL register on 6 October. Interfax said the company approved the change of place of registration, and Vedomosti said the extract states the legal entity decided to change its location, with the new address given as the city of Veliky Novgorod. [ 1 , 2 , 3 , 4 ]
Novgorod region governor Alexander Dronov had previously announced the re-registration, all three business outlets said. According to Dronov, as cited by Interfax and Kommersant, the move will make it possible “over the next five years to restore the most important sites”, including the Millennium of Russia monument, the bell tower of St Sophia Cathedral and two 14th-century churches, the Church of the Savior on Kovalevo and the Church of the Assumption on Volotovo Field. Vedomosti added, citing TASS, that GTLK and the Novgorod Museum-Reserve signed an agreement on 19 September to restore Christian shrines in Veliky Novgorod, with reconstruction to begin with the Church of the Savior on Kovalevo. [ 1 , 2 , 3 ]
Kommersant reported that the re-registration coincides with plans to celebrate the 1170th anniversary of the origin of Russian statehood in the city. It said President Vladimir Putin approved a proposal by Dronov to hold the main anniversary events in Veliky Novgorod in 2032, and that Dronov had said the city should approach the anniversary with a worthy programme and a high level of hosting guests. [ 3 ]
Interfax reported that GTLK had been registered in Salekhard since February 2015 and in Moscow before that, and that in 2014 the company and the Yamalo-Nenets government signed an agreement on cooperation in developing the region's transport infrastructure and leasing vehicles and road-building equipment. The company specialises in corporate leasing segments including rail equipment, sea and river vessels and aviation, Interfax said. Its largest shareholder is VEB.RF with 63.86%, while the state holds 30.16% through the Finance Ministry, in trust management by VEB, and 5.98% through the Transport Ministry. [ 1 , 3 ]
Separately, Vedomosti reported that on 5 October GTLK received 24.3bn rubles from the National Wealth Fund for an investment project to renew the helicopter fleet of Russian airlines, with the money to finance supplies of Mi-8 helicopters and deliveries on lease to Russian carriers planned for 2026–2027. The documents do not state a link between that allocation and the registration change. [ 2 ]
Por qué importa
The relocation moves a state-owned leasing company with VEB.RF and two ministries among its shareholders into a region that expects it to fund restoration of major monuments. It also ties the company to preparations for a 2032 statehood anniversary in Veliky Novgorod that the president has approved. Vedomosti separately reported GTLK received 24.3bn rubles from the National Wealth Fund for a helicopter fleet programme, though the documents do not link the two developments.
