Rosatom closed the buyout of Sergei Shishkarev's 51% stake in Delo Group, bringing its holding in the logistics group to 100%, according to Likhachev and Shishkarev. The stake was valued at 77 billion rubles. Before the deal, the state corporation held 49% of the group. [ 1 , 3 , 4 , 5 ]

“С этого момента мы начинаем окончательную консолидацию всех логистических активов ‘Росатома’, результатом которой станет создание крупнейшей национальной компании в сфере логистики,” Likhachev said, according to Vedomosti and Interfax. He named strengthening Russia's transport sovereignty, ensuring stable international freight and developing the Northern Sea Route and the Transarctic transport corridor as the company's strategic goals. [ 4 , 5 ]

The single structure will include Delo Group, FESCO and other transport assets, combining sea, rail and road transport, ports and freight forwarding, Likhachev said. He said consolidation would avoid duplicated investment and save up to 100 billion rubles over ten years. Rosatom's logistics assets currently account for 50% of container transshipment and 44% of rail container transport in Russia, according to Vedomosti. [ 4 ]

Shishkarev confirmed the sale. He wrote in the group's Telegram channel that he would concentrate on projects in transport sovereignty, support for handball and adaptive sports, and demography, saying Delo Group remains “безусловным лидером в своей сфере” and that he expects its assets and team to be preserved and increased under Rosatom. RBC reported that he received 77 billion rubles and promised to direct part of the funds to national security needs. [ 3 , 4 , 5 ]

The sale follows a “Russian roulette” procedure that Rosatom announced in February amid disagreements with Shishkarev. Under its terms, the buyout price for Shishkarev's stake was set at 77 billion rubles and for Rosatom's stake at 74 billion rubles, Interfax reported. Shishkarev said on 26 June that he would not buy out Rosatom's 49%, citing macroeconomic and market conditions, and on 6 July Likhachev said Rosatom had decided to buy out the partner's stake. [ 4 , 5 ]

Rosatom's press service told Interfax the buyout price did not change and that the corporation used borrowed funds, adding that it does not discuss the deal's financial terms. [ 6 ]

Por qué importa

The deal puts Delo Group together with FESCO and other Rosatom transport assets — sea, rail and road freight, ports and forwarding — into a single structure that the company says accounts for 50% of container transshipment and 44% of rail container transport in Russia. Likhachev tied the consolidation to the Northern Sea Route and a Transarctic transport corridor, which gives the move significance for international freight routes. The corporation says removing duplicated investment could save up to 100 billion rubles over ten years, while it declined to discuss the financial terms of the transaction itself.
