En breve

Myanmar’s Min Aung Hlaing travelled to Malaysia on Wednesday for a two-day visit expected to include talks with Prime Minister Anwar Ibrahim. Anwar told parliament more than 10,000 people have been repatriated to Myanmar this year, and said he would raise further repatriations during the visit. The transfers have been criticised by the U.N. refugee agency and rights groups, which say returnees could face persecution and forced military conscription.

The leader of Myanmar’s military-backed government, Min Aung Hlaing, departed for Malaysia on Wednesday morning for a two-day visit, state-run MRTV television said. During the visit he is expected to meet Malaysian Prime Minister Anwar Ibrahim and attend a business dialogue with members of his cabinet. Anwar told parliament on Tuesday that more than 10,000 people had been repatriated to Myanmar this year and that he would raise the issue of sending more home when he meets Min Aung Hlaing, Bloomberg reported. Malaysia’s Ministry of Foreign Affairs said Min Aung Hlaing would be in the country from Wednesday through Thursday. [ 1 , 3 , 4 ]

Malaysia says about 5,000 Myanmar nationals, including those returned on Sunday, have agreed to be repatriated in stages, according to the Associated Press. As of the end of August, 11,804 Myanmar nationals were being held at immigration detention depots across Malaysia, Malaysia’s Home Ministry said. The visit comes four days after nearly 1,500 Myanmar nationals arrived back in Myanmar from Malaysia. Bloomberg reported that an estimated 200,000 Myanmar refugees live in Malaysia, while the Associated Press reported that Malaysia hosts about 215,600 refugees and asylum seekers registered with the U.N. refugee agency, including about 126,000 Rohingya. It was unclear whether any of the returnees included Rohingya, who face persecution in Myanmar and have been denied citizenship. [ 1 , 3 , 4 ]

The U.N. high commissioner for refugees and rights groups have criticised the repatriation, saying the security and humanitarian situation in parts of Myanmar remains volatile and that returnees could face persecution and forced military conscription in an active war zone. Rights groups and the refugee agency are cited in the Associated Press report; no Malaysian or Myanmar government response to the criticism is given in the documents. [ 3 , 4 ]

The visit highlights growing engagement between Myanmar and some governments in the Association of Southeast Asian Nations, even as the regional bloc has continued to exclude the country’s leaders from top-level meetings since a 2021 military takeover that triggered armed resistance. Malaysia is not a party to the U.N. Refugee Convention, the Associated Press reported. [ 3 , 4 ]

Por qué importa

The visit highlights growing engagement between Myanmar’s military-backed government and some ASEAN members, even though the bloc has kept the country’s leaders out of top-level meetings since the 2021 takeover. The repatriation programme is continuing despite criticism from the U.N. refugee agency and rights groups, in a region where Malaysia hosts one of Southeast Asia’s largest refugee communities.
