Russian businessman Sergei Shishkarev said on 7 October that he had completed the sale of his stake in the transport and logistics group Delo to state nuclear corporation Rosatom, and that he would direct a “significant part” of the proceeds to national security needs. He announced the pledge in his Telegram channel, writing: “As promised, I will direct a significant part of the sum received from the deal to the needs of national security.” TASS and RBC also reported the pledge. [ 2 , 4 , 5 , 6 ]

The price was reported differently. Vedomosti said Rosatom bought Shishkarev's stake for 77 billion rubles and that the deal closed on 7 October. Meduza said the sum was not officially disclosed and cited RBC's estimate that the stake was valued at 77 billion rubles, more than $900 million. Meduza said Shishkarev owned 51% of the holding and Rosatom 49%. [ 5 , 6 ]

Shishkarev said seven years of cooperation had achieved “no little together,” but that “insurmountable disagreements” about the group's future had led to “a point where our paths today diverge.” He said his future is tied to Russian logistics, sport and his native Novorossiysk, and named projects in transport sovereignty, support for handball, adaptive sport and demography. [ 5 ]

Rosatom chief executive Alexei Likhachev said consolidation would exclude duplicated investment and save up to 100 billion rubles over ten years. Vedomosti reported that the single contour would include the Delo group, FESCO and other transport assets, combining sea, rail and road transport, ports and freight forwarding. [ 5 ]

In an interview with Kommersant, Shishkarev said he would fly to China that evening with presidential aide Nikolai Patrushev as part of a Maritime Collegium delegation for what he called “extremely interesting, substantive negotiations,” with a series of high-level meetings planned. No results of the trip are given in the documents. [ 3 ]

On 21 April the Federal Antimonopoly Service approved Shishkarev's acquisition of a 49% stake in Delo, but in June he announced he would not carry out that buyout, Vedomosti reported. Meduza said that in 2025 Kommersant wrote that Shishkarev wanted to buy Rosatom's stake in the group, and cited Forbes as estimating his fortune at $1.7 billion, with Delo his main asset. Meduza added that Russian authorities regularly push large businessmen into what it called “voluntary donations” to the budget, an idea it said was first voiced by Vladimir Putin at a March meeting with large business. [ 5 , 6 ]

Por qué importa

Rosatom takes full control of a group that spans ports, rail, road haulage and freight forwarding, which its chief executive said would remove duplicated investment. The transfer of a private stake in a major logistics holding to a state corporation concentrates more transport capacity under state ownership. Meduza framed the pledged donation alongside what it described as official pressure on large businessmen to make such payments.
