The initiative follows a government report published on 24 September on the crisis in the Armenian church, which set out grounds for removing Catholicos of All Armenians Garegin II, including violation of the vow of celibacy, financial opacity, misuse of property and clan management, Kommersant reported. Prime Minister Nikol Pashinyan said the creation of the parliamentary commission was intended to prevent a situation in which a “state within a state” exists in the country; Kommersant reported that the church was described as the only institution not controlled by the authorities. The documents state that relations between the Armenian authorities and the Armenian Apostolic Church sharply worsened after Pashinyan's publications and his accusations against Garegin II, and that Pashinyan had earlier demanded a change to the procedure for electing the Catholicos with a “decisive role” for the Republic of Armenia. By December 2025 the confrontation had led to a split among the clergy and in society, dividing church representatives into two camps, while the church was estimated to enjoy the trust of about 70% of the population, according to Kommersant.
