A magistrate court in Moscow’s Yakimanka district fined Sergei Klyucherev, head of the security service at the Moscow museum “Garage”, 100,000 rubles, Kommersant reported. TASS had earlier reported that the head of the museum’s security service was fined 100,000 rubles for LGBT propaganda, and RBC reported the same fine and the official’s post. Kommersant identified the ground as propaganda of non-traditional sexual relations, noting that the “international LGBT movement” is designated extremist and banned in Russia. [ 1 , 2 , 3 ]

According to the court ruling as described by Kommersant, Klyucherev, as the person responsible for the display of exhibits at the museum, allowed the showing of Olga Tobrelyuts’s 1994 film “Woe from Wit” and the work “How I Love” by the artist Lyudmila Gorlova. The exhibits were removed from the museum and handed to a commission of experts, which concluded that the materials contained propaganda of non-traditional sexual relations, the paper reported. Kommersant said the protocol under part 1 of article 6.21 of the Administrative Code concerning the head of the museum’s security service was registered on 5 August. [ 2 ]

Kommersant said the practical meaning of the decision is that responsibility for the content of material does not necessarily remain with the author or publisher. It cited an analogous case in 2025 in which a court fined a book company 800,000 rubles, despite the company’s objection that authors and publishers, and not the point of sale, should be answerable for the content of books; in the “Garage” case, the paper said, responsibility was placed on the employee who was in charge of displaying the exhibits. [ 2 ]

Kommersant noted that after the law banning propaganda of same-sex relations was passed at the end of 2022, restrictions spread beyond the internet and media to books, audiovisual services, cinema and advertising. For exhibition work, the paper said, this increases the importance of assessing materials in advance, and it reported that in June 2026, after a video was seized, one work in the “Garage” exhibition was replaced. [ 2 ]

Por qué importa

The ruling places responsibility for the content of an exhibition on a member of museum staff responsible for displaying it, rather than on the author or publisher, Kommersant reported, noting a similar 2025 case in which a book company was fined. Kommersant linked the case to the law passed at the end of 2022 that extended restrictions on propaganda of same-sex relations beyond the internet and media to books, audiovisual services, cinema and advertising, which the paper said raises the importance of prior assessment of materials for exhibition work.
