Osaka Prefecture and Google's Japan subsidiary signed a comprehensive cooperation agreement on October 6, according to Nikkei and Sankei Shimbun. Under the agreement, Osaka Prefecture will use not only Google's data but also its analytical know-how in administrative services and policy planning, Nikkei reported. Google Maps geospatial data is to be linked with data held by the prefecture and its municipalities to help plan measures such as easing traffic congestion, with Sankei reporting that the two sides will analyze the causes of congestion and study countermeasures. Nikkei said linkage of administrative and map data is already in place for some information, such as the locations of parks and accessible toilets. [ 3 , 4 ]
Support measures listed by the outlets include mentoring for startups by experienced entrepreneurs, training in the use of artificial intelligence and cybersecurity for small and mid-sized companies, and raising the AI skills of teachers at prefectural schools. [ 3 , 4 ]
At the signing ceremony in Osaka, Governor Hirofumi Yoshimura said new industry creation and stronger urban infrastructure such as digital foundations are important for realizing a “sub-capital,” adding that he wants to deepen cooperation through the agreement, according to Nikkei. Sankei quoted him saying he wants to build many initiatives together and deepen ties with Google toward the sub-capital designation Osaka aims for. Google vice president Maguire described the partnership as a long-term investment in Osaka's future and its people, Sankei reported. [ 3 , 4 ]
Nikkei reported that the agreement is effective until the end of March 2030. It said Osaka Prefecture has concluded about 60 comprehensive cooperation agreements with companies and universities, including one in 2020 with Meta's Japanese arm, Facebook Japan.
