Police in Fukuoka Prefecture arrested a 20-year-old vocational school student from Kokura Minami Ward, Kitakyushu, on October 7 on suspicion of dangerous driving causing injury, alleging that he drove at about 144 km/h and crashed into another car, injuring two people. The Yomiuri Shimbun reported that the arrest was made by the Kokura Minami police station of Fukuoka Prefectural Police. Nippon TV News named the suspect as Naoya Ota. [ 1 , 2 , 3 ]
According to police, the crash happened around 12:30 on September 7 on a national road in Kusami Higashi, Kokura Minami Ward, where the speed limit is 50 km/h. The Yomiuri Shimbun identified the road as National Route 10 and said the car he hit entered from a parking lot on the left. Nippon TV News said police concluded from dashcam footage and other evidence that he had been travelling at about 144 km/h. [ 1 , 3 ]
The car was carrying a married couple. Nippon TV News said the wife, in her 60s, suffered a traumatic subarachnoid haemorrhage requiring about two months of treatment. The Yomiuri Shimbun reported that the driver, a 56-year-old company employee, bruised his right hand and that his 62-year-old wife suffered injuries including a traumatic subarachnoid haemorrhage. [ 1 , 3 ]
Under questioning, the suspect said he thought he had been driving at about 100 km/h, and he partly denies the allegation, according to Nippon TV News and the Yomiuri Shimbun. [ 1 , 3 ]
A revised law that took effect in July applies the offence of dangerous driving causing death or injury when a driver exceeds the limit by 50 km/h or more on a road with a limit of 60 km/h or less and injures someone. Both outlets reported that this is the first arrest in Fukuoka Prefecture applying that numerical standard. [ 1 , 3 ]
Why it matters
The revised law sets a numerical threshold for dangerous driving: exceeding the limit by 50 km/h or more on roads with a limit of 60 km/h or less. Nippon TV News and the Yomiuri Shimbun report this is the first arrest in Fukuoka Prefecture based on that standard. The suspect told police he thought he was driving at about 100 km/h.
