Lithuania's government has extended temporary protection for Ukrainians who arrived in the country as refugees until March 2028, Kommersant reported, citing LRT. Under the previous rules the protection was due to expire on March 4, 2027. [ 2 ]
At the same time, military-eligible Ukrainian citizens who have not completed conscript military service, or who have not provided proof of fulfilling military duties, will no longer be able to obtain humanitarian status, according to Kommersant and RBC. Documents accepted as proof include an exit stamp in the passport or an official document confirming exemption from military service or its completion, Kommersant reported. [ 2 , 3 ]
The new requirement will not apply to people who were granted temporary protection in any EU country before Aug. 4, or to those who applied for temporary protection in Lithuania and have not yet received a decision, Kommersant reported. RBC also noted the Aug. 4 exemption. [ 2 , 3 ]
Citing Lithuania's interior ministry, Kommersant said 52,000 people hold valid temporary residence permits in Lithuania issued on the basis of temporary protection, and that about 4.4 million Ukrainians live in EU countries. [ 2 ]
RIA Novosti reported the change in a headline saying Lithuania had restricted the receipt of temporary protection for military-eligible Ukrainians; the outlet published no article text. RBC's summary likewise described a restriction for a category of military-eligible applicants, while Kommersant framed the decision as an extension of protection with a new condition. [ 1 , 2 , 3 ]
Why it matters
The measure keeps Lithuania's protection scheme open past its earlier expiry but narrows access for one category of Ukrainian men, tying humanitarian status to proof of military service obligations. As one of several EU states hosting Ukrainians, Lithuania's conditions may be watched by other governments handling the same group, though the documents give no indication of any wider EU decision.
