NHK filmed repeated blasting along a riverbank south of North Korea's Kaesong on October 7, South Korean outlets reported. The site faces Ganghwa Island across the Jogang river. The broadcaster said as many as about 50 people were working along the riverbank and assessed that the activity appeared to be part of North Korea's border-fortification plans. [ 1 , 4 , 6 , 8 ]

Around 14:30, more than 10 successive explosion sounds were heard and dust rose from areas where construction was underway, according to NHK's account carried by Kyunghyang Shinmun. At some locations, a North Korean flag was taken down and workers disappeared before repeated large blasts occurred a few minutes later. Workers gathered again 10 to 15 minutes afterward and continued construction, with similar activity repeated at nearby locations. [ 4 ]

NHK cited nearby residents as saying the activity had begun about a month earlier and was proceeding along the river forming the inter-Korean boundary. A Ganghwa Island resident in their 60s said the blasting seemed to be moving gradually from east to west. The resident said the short distance made the blasts very loud and that nothing like this had occurred during more than 60 years living there. [ 4 ]

Cho Han-beom (조한범), a researcher at the Korea Institute for National Unification, told NHK that the deliberate blasting appeared intended for fortification. He assessed that large-scale blasting and land clearing were taking place to create roads for vehicles, troop movements and supplies. His assessment was reported by Kyunghyang Shinmun and Newsis. [ 4 , 7 ]

NHK connected the activity with plans to cut road and rail links with South Korea and construct defensive structures. The reports cited North Korean state media's October 2024 account of an army General Staff plan to sever those connections and fortify the area. They also recalled Kim Jong Un's 2023 characterization of inter-Korean relations as relations between two hostile states. [ 1 , 2 , 4 , 8 ]

Why it matters

NHK linked the construction to North Korea's plans to sever roads and railways connecting it with South Korea and build defensive structures. A Ganghwa Island resident told the broadcaster that nearby blasts were very loud and that such activity was unfamiliar despite more than 60 years living there.
