KDDI, KDDI Digital Life, the PASMO Council and PASMO said on October 5 that the free-data service “povo Data Oasis” will be available at all stations of railway operators that belong to the PASMO group from October 6, 2026. ASCII.jp, Keitai Watch and Impress Watch all reported the same start date and the same scope of the expansion. [ 1 , 2 , 3 ]

Seven operators are newly added as target spots, each across all of their stations: Enoshima Electric Railway, Odakyu Hakone, Keikyu, Shonan Monorail, Tobu Railway, Maihama Resort Line and Yokohama Seaside Line. With operators already offering the service — among them Tokyo Metro, Odakyu Electric Railway, Keio Electric Railway and Tokyu Electric Railway — the total reaches 27 railway operators and about 1,300 stations, which the outlets describe as covering every railway station of PASMO member operators in the Kanto region. [ 1 , 2 , 3 ]

The service is limited to users of KDDI’s prepaid povo2.0 plan. At a target station, a user opens a dedicated site from the povo2.0 app; after the device’s location confirms the visit, 0.1GB of data valid for 24 hours is added immediately. Usage is capped at once a day and 10 times a month, including charges made at Lawson, for a maximum of 1GB free per month. The app must be version 1.64.0 or later, and ASCII.jp notes that data may not be received depending on the location, network conditions or the device’s location settings. [ 1 , 2 , 3 ]

ASCII.jp, which published the fullest account, said the aim is to support data use for mobile PASMO and for communications while travelling by train by giving users free data at stations they use for commuting, school runs or outings. The same report said the PASMO Council has 27 railway operators and 31 bus operators as members, and that PASMO cards in circulation numbered 47.95 million as of the end of August 2026, with mobile PASMO launched on March 18, 2020 and later extended to Apple Pay and Google Pay. [ 1 ]

Why it matters

The expansion makes the free-data perk available across the Kanto region’s private railway network rather than at selected stations, which matters to commuters and students who use mobile PASMO and mobile data on trains. It also extends a partnership between KDDI and the PASMO operators that ties mobile data handouts to station locations. The documents give no figures on how many users the service has or what it costs the companies.

Still unclear

  • Whether the campaign has an end date or whether it will be extended beyond the expansion announced for October 6. The documents give a start date and usage limits but state no end date for the service or the expansion.
  • Whether bus operators that belong to the PASMO Council will also become target spots. The documents refer to all railway stations of PASMO member operators; they do not say whether PASMO member bus services are covered.
  • How many users currently use povo Data Oasis and how the expansion affects KDDI or the railway operators commercially. No usage, cost or revenue figures appear in any of the documents.

What local media are saying

Technology mediaThe three tech outlets reported the announcement as a straight service update, leading with the scale of the expansion and then listing the mechanics: the seven new operators, the roughly 1,300 stations, and the 0.1GB-per-visit, 1GB-per-month limit. ASCII.jp carried the longest version, closely following the companies’ release text and adding company addresses and PASMO background such as the 47.95 million cards in circulation; Keitai Watch and Impress Watch condensed it to the essentials of the expansion and how to claim the data.
