Yangsan to narrow public health center care and shift free vaccinations from next year

🇰🇷 South Korea, Yangsan 17:52 Health Business Official updated 7 d ago first reported by 뉴시스

In short

Yangsan city in South Gyeongsang Province said it will phase in changes from January next year that narrow its public health center's general medical care to vulnerable groups and move free vaccinations to contracted local clinics. Care will focus on chronic diseases, while the health center strengthens management of infectious disease, vaccination oversight and vulnerable-group health. Branch offices in Sangbuk and Habuk will be converted to specialised centres, while the Wongdong branch, which has no local clinics, keeps general care and dispensing.

Yangsan city in South Gyeongsang Province said on 6 October that it will adjust the general medical practice and free vaccination functions of Yangsan Public Health Center in stages from next year, saying the change responds to a shifting medical environment and strengthens the center's public health role. The city said general care, which had been open to all residents, will be narrowed to vulnerable groups — basic livelihood recipients, the near-poor, residents aged 65 and over, and people with disabilities — and will concentrate on chronic diseases such as hypertension, diabetes and hyperlipidemia that require sustained management. [ 2 ]

Free vaccinations will be transferred to contracted local medical institutions. The city said 418 medical institutions were operating in the area as of last month and that about 95 percent of national mandatory vaccinations were already given at 160 contracted institutions. The health center will instead strengthen oversight of those institutions, vaccination coverage management and response to adverse reactions. Paid vaccinations, including pertussis and hepatitis B, will continue to be given directly at the health center. [ 2 ]

The city said the center will use the reorganisation to concentrate on tuberculosis and infectious disease control, health management for vulnerable groups, health checkups and tests, chronic disease prevention and health promotion. The Sangbuk-myeon branch will become a Korean medicine-specialised health promotion branch, and the Habuk-myeon branch will be converted into a health life support centre in 2027 to expand elderly programmes covering frailty, cardiovascular disease and dementia prevention. A West Health Life Support Centre will be built in the Sason area for life-cycle health management and resident-participation programmes, while the Wongdong-myeon branch, which has no local clinics, keeps its existing general care and dispensing functions. [ 2 ]

The city plans to inform residents of the changed services by the end of 2026 and to phase in the adjustment from January. A city health center official said the change is not about eliminating treatment but about efficiently dividing roles between local medical institutions and the health center, adding that capacity will be focused on vulnerable-group protection, infectious disease response and preventive and health management. Newsis reported the plan at headline level as raising the health center's functions for vulnerable-group health management and infectious disease response; the article text available under that headline concerned an unrelated National Assembly audit. Why it matters

The adjustment changes how residents of Yangsan reach basic care and free vaccinations, with general treatment limited to people on low incomes, the near-poor, those aged 65 and over, and people with disabilities, and to chronic-disease management. The city frames the change as a division of roles between the health center and local medical institutions rather than a removal of services, so the practical effect on residents' access is presented by the city as a reallocation rather than a cut.

The documents give institutional figures — 418 medical institutions and 160 contracted vaccination providers — but no estimate of affected patients or waiting times.
  • What detail the Newsis report gave on the Yangsan plan beyond its headline. The article text carried under the Newsis headline concerns a National Assembly audit of the Supreme Court, an unrelated subject, so only the headline could be used for this event.
  • Whether paid vaccinations such as pertussis and hepatitis B will eventually also be moved out of the health center. The city states only that they will continue to be given directly at the health center as before.
