Daegu council member urges action on pediatric night and holiday care gaps
In short
Daegu city council member Ryu Jong-woo filed a written interpellation on Oct. 6 urging the city to fix regional gaps in pediatric night and holiday care. He said only six Moonlight Children's Hospitals are formally designated in Daegu as of September 2026, with none in Suseong-gu since 2016 and none in Gunwi-gun. A Daegu city official said building the pediatric care system alongside emergency care is one of the city's key policy directions.

Ryu Jong-woo, a Daegu city council member for Buk-gu district 1, submitted a written interpellation on Oct. 6 asking the city to prepare effective measures for the stable operation of Moonlight Children's Hospitals and to improve regional access to pediatric care, according to the three outlets reporting the move. [ 1 , 2 , 3 ]
Moonlight Children's Hospitals provide treatment for mild pediatric cases on weekday evenings and holidays. Daegu began the programme in 2012, the first city in the country to do so, but only six were formally designated as of September 2026. Suseong-gu, which has a large child and adolescent population, has had no designated hospital since the previous provider stopped operating around 2016. Gunwi-gun, incorporated into Daegu in July of last year per Newsis, also has none; the nearest one, in Buk-gu, is a 50-minute to one-hour drive away, creating what the outlets describe as regional gaps in access. [ 1 , 2 , 3 ]
The reports also point to operating problems at existing sites. Most Moonlight Children's Hospitals rely on a small number of medical staff for night and holiday care, so resignations or job changes could lead to reduced hours or heavier workloads, and long waiting times and inconvenient registration have been raised as complaints. Ryu said the programme is not simply about increasing the number of designated hospitals but is a regional essential-care safety net that residents should be able to rely on when a child falls ill suddenly at night or on a holiday. [ 1 , 2 , 3 ]
Newsis reported that designation as a Moonlight Children's Hospital requires securing a cooperating pharmacy, and that designation can be cancelled if the pharmacy later stops operating. It added that no separate operating costs are provided for the cooperating pharmacies, which it described as an obstacle to expanding the programme alongside difficulties in securing specialist staff. [ 2 ]
Ryu called for placement of hospitals that reflects local conditions such as child and adolescent population and travel distance, and for measures to address the long-standing gap in Suseong-gu and the low access in Gunwi-gun. He also said the city must clearly state why the designation of Daegu Medical Center has been delayed and what the future designation plan is, and that it should keep tracking staffing, user numbers and average waiting times to improve services. [ 1 , 2 ]
A Daegu city official told Newsis that building the pediatric care system together with the emergency care system is one of the city's key policy directions, and that the city will do its best to expand Moonlight Children's Hospitals and keep them running stably so that children's right to health is protected. Why it matters
The interpellation puts a regional gap in after-hours pediatric care on the record in Daegu, a city that started the national Moonlight Children's Hospital programme in 2012. It also raises operational questions — staff shortages, waiting times and the lack of funding for the cooperating pharmacies that designation depends on — that would shape any expansion. The city's response so far is a general commitment rather than specific plans.
