A court-imposed settlement over a walkway-height dispute at Busan's North Port transfer centre became final on October 17, Busan Port Authority said. The authority announced on October 18 that it would take follow-up action on the decision involving developer Pikyu Geonseol (피큐건설). The dispute concerned a height gap of about 3.3 metres on a pedestrian deck linking Busan Station with a park in the North Port redevelopment area. [ 2 , 3 , 4 ]
Under the settlement, the developer must remove the height difference of more than three metres and stop construction until it receives lawful permission for building changes. It must also pay compensation for development delays and submit a demolition-performance guarantee insurance document. Yonhap and Newsis reported a further requirement to complete the transfer centre's rooftop plaza and obtain approval for its use by the stipulated deadline. [ 2 , 3 , 4 ]
If the developer fails to fulfil any of those obligations, the settlement allows the authority to terminate the land-sale contract. Yonhap also reported that the developer must state its position on local demands to strengthen the centre's public functions, including expanded transfer facilities. The authority said it viewed positively the developer's acknowledgement of multiple contractual violations and commitment to correct them, and would continue monitoring compliance with the contract and applicable laws. [ 2 , 3 ]
The authority notified the developer on June 16 that it was terminating the contract, citing violations of the district-unit plan and land-sale agreement. It applied for a construction-suspension injunction on June 26 after work continued, Yonhap reported. The court conducted a site inspection and hearings, then presented its own settlement after the parties failed to agree at an October 2 session. Neither side filed an objection within the two-week period, making the decision final. [ 2 , 3 , 4 ]
