The Defense Acquisition Program Administration (방위사업청) decided on 20 October to restrict LIG Defense & Aerospace (LIG디펜스앤에어로스페이스, LIG D&A) from bidding for 24 months. The agency said it held its defense project contract review committee at the Gwacheon Government Complex that afternoon and deliberated and voted on the sanction. It described the measure as the highest level under Article 27 of the National Contracts Act. [ 3 , 7 , 8 , 9 , 12 , 13 , 14 ]

The agency gave three reasons: the largest bribe amount since its opening, long-running planned misconduct, and the harm that bribery and cost fraud do to trust in national security and defense projects. Kim Il-dong, the agency's deputy head and chair of the committee, said such illegal acts could not be tolerated and that the sanction was meant to put the defense industry on alert. He said the agency would apply a zero-tolerance principle to defense-project corruption. [ 7 , 8 , 9 , 10 , 12 , 13 , 14 ]

The committee covered the bribe-giving and improper cost calculation tied to one of six projects at issue. Seoul Economic Daily said the other five would be reviewed separately, and Chosun Ilbo said the sanction against LIG D&A could grow as a result. The enforcement rule of the National Contracts Act sets a maximum restriction of two years for bribes of 200 million won or more, according to Chosun Ilbo and Kyunghyang Shinmun. [ 1 , 7 , 10 ]

The case follows findings that Suwon District Prosecutors announced on 20 August. They said a Grade 5 agency official took part from 2021 to the end of 2025 in evaluating proposals for six defense projects worth a combined 91.5 billion won. In the evaluation of an intelligent signal detection technology project, the official gave LIG D&A the top score on 16 of 20 items and gave a competitor the lowest score on all items. The official is suspected of receiving 460 million won in total, including 320 million won in cash and a 140 million won subcontractor-selection fee. At the first hearing at Suwon District Court on 29 September, the official and three other defendants admitted the charges, Seoul Economic Daily reported. [ 1 , 7 , 10 , 13 , 14 ]

LIG D&A said it regretted a sanction based only on the indictment while legal proceedings continue, and that it would file for a suspension of enforcement and take every measure to avoid disruption to its business. Maeil Business said the company was expected to take legal action including a suit to cancel the sanction. Before the decision, the company announced a compliance audit office and a management reorganisation on 19 October, ZDNet Korea reported, with the new organisation to take effect on 2 November. [ 7 , 9 , 10 , 12 , 14 ]

Seoul Economic Daily said all 27 bribery-related sanctions imposed since the agency opened were bid-eligibility restrictions. Dong-A Ilbo said the long restriction on a major defense supplier is expected to affect its new orders, and Bloter named the KF-21 long-range air-to-air missile project as the first test. [ 1 , 13 , 16 ]

Why it matters

The sanction restricts a defense contractor from bidding for two years, and Dong-A Ilbo said it is expected to affect new orders. Five other projects tied to the case are still to be reviewed separately, so further sanctions are possible, according to Chosun Ilbo.
