The U.S. Department of Justice announced an eight-count indictment against seven defendants, including Virginia state Sen. L. Louise Lucas, over an alleged racketeering conspiracy. The charges involve marijuana distribution, money laundering, honest services fraud through bribery, maintaining drug-involved premises, possession of firearms in furtherance of drug trafficking, and wire fraud. [ 1 ]

FBI Director Kash Patel said the group, which he called the 'Lucas Enterprise', ran a five-year scheme worth an estimated $4.5 million and used Lucas's position as chair of the Senate Finance and Appropriations Committee to insulate the business from criminal scrutiny. Attorney General Todd Blanche said the indictment showed a public servant who put her financial interests before the people she was elected to serve. [ 1 ]

Lucas, 82, surrendered on Thursday morning and was scheduled to appear before a federal magistrate judge in Norfolk at 2:30 p.m. ET. CBS News reported she faces five of the eight charges. A federal grand jury returned the 45-page indictment on Oct. 14, and it was unsealed on Thursday. ABC News reported the indictment alleges the purchase and sale of more than 100 kilos of marijuana. [ 5 , 10 , 14 ]

Lucas said in a statement on X that 'the full weight of the federal government' had been wielded against an 82-year-old great-grandmother. 'I grew up under Jim Crow,' she wrote, adding that she would not be intimidated or back down. [ 2 , 4 , 5 , 10 ]

Outlets noted the charges came 12 days before a midterm election, although Lucas is not on the ballot. NBC News called the timing unusual. Blanche said there was 'nothing improper' about it, said 'We don't do political paybacks,' and said the investigation began before the current Trump administration. Virginia Gov. Abigail Spanberger criticised the timing, but said Lucas is presumed innocent. [ 2 , 5 , 10 , 14 ]

Accounts differ on the co-defendants. The New York Post reported they include two daughters and a nephew, while Fox News and ABC News reported two daughters and a grandson. CBS News reported that federal agents searched Lucas's office and a Portsmouth shop she co-owns nearly six months earlier, and ABC News dated the searches to May. [ 5 , 6 , 11 , 14 ]
