South Korean ministries and state agencies announced a round of senior appointments, published as lists of names and posts by the business dailies Hankook Ilbo on 2 October and Kyunghyang Shinmun on 4 October. Both lists cover the Ministry of Economy and Finance, the foreign, education, industry, labour and climate, energy and environment ministries, the Fair Trade Commission, the Planning and Budget Ministry, the Ministry of Food and Drug Safety, the Korea Deposit Insurance Corporation and the Federation of Korean Trade Unions. Neither states when the appointments take effect. [ 1 , 2 ]
At the Ministry of Economy and Finance, five officials were promoted to deputy director-general level: Kim Young-hyun as spokesperson, Park Kyung-chan as planning and finance officer, Lee Young-joo as head of the corporate tax division and Park Jung-hyun as head of the development finance division, with Kang Byung-joong listed without a post. The foreign ministry named Ha Wi-young as ambassador to Luxembourg and Choi Hyuk-jae as ambassador to Trinidad and Tobago, and named Choi Yong-jun as consul general in Shanghai and Park Tae-jin as consul general in Wuhan. The industry ministry promoted Park Tae-hyun to director-general level as industrial AI policy officer and Lee Joo-young and Kim Tae-hoon at division-chief level, while moving Kim Sang-woo to minister's secretary and Woo Sung-hoon to head of the industrial policy division. Ahn Se-jin was promoted to head the energy transition policy office at the climate ministry, which also assigned Kim Eun-sung to a new post in its hydrogen and heat industry policy office and moved Park Ji-young to the national fine dust information centre. The Fair Trade Commission listed Shin Yong-hee as franchise and distribution review officer and Lee Tae-hwi as head of the competition policy division at the OECD Korea Policy Centre, plus three division-chief moves; the food and drug safety ministry named Kim Chun-rae and Choi Jong-dong; the Korea Deposit Insurance Corporation appointed Park Hyun-ju and Yoon Jae-ho as directors and Park Yong-sik as head of its financial services division; and the Federation of Korean Trade Unions announced seven appointments, including Kim Ki-woo as deputy head of its central research institute. The documents differ on the Planning and Budget Ministry. Kyunghyang Shinmun lists Lim Young-jin and Kim Tae-gon as promotions at director-general level. Yonhap's personnel notice, published on 6 October, is headed deputy director-general promotions but gives no names. Dong-A Ilbo, on 7 October, lists Park Jung-min, named as head of the budget general division, and Jang Seung-dae as deputy director-general promotions. The names and the levels therefore do not match across the documents, none of which reconciles the difference. [ 2 , 5 , 6 ]
Two entries appear in only one list. Hankook Ilbo alone names Kim Ja-bong as a standing commissioner at the Fair Trade Commission, and Kyunghyang Shinmun alone reports the appointment of Cho Yong-jin as planning and coordination chief at the Defence Acquisition Program Administration. Dong-A Ilbo adds that Bae In-hwa was promoted to head the radiological medicine research institute at the Korea Institute of Radiological and Medical Sciences. [ 1 , 2 , 6 ]
Two further documents were published under personnel-notice headlines without matching content. Korea Economic Daily's 5 October column carried the headline that the Ministry of Economy and Finance had been completely dismantled, while its readable text did not address the appointments. Newsis published a document headlined as a Planning and Budget Ministry personnel notice whose readable text concerned a financial-sector hacking incident and 28 attack IP addresses shared with financial companies. The appointments fill senior posts dealing with corporate tax, budget planning, energy transition policy and industrial AI policy, and name Korea's representatives in Luxembourg, Trinidad and Tobago, Shanghai and Wuhan. Because the published lists disagree on parts of the round, particularly at the Planning and Budget Ministry, the full scope of the appointments cannot be established from the documents alone.
