Moscow's transport department has launched testing for delivery couriers on traffic rules and work standards, and from Oct. 15, 2026, courier services in the city will not be allowed to assign deliveries to couriers who have not passed it, according to the department and Deputy Mayor for Transport Maxim Liksutov. Couriers must answer at least 80% of the questions correctly, and the result appears immediately in the courier's personal account and is valid for one year, Liksutov said. The questions cover speed limits, riding bicycles and personal mobility devices, mandatory dismounting at pedestrian crossings, and work requirements including how a shift is opened, appearance, bag and transport, delivery rules and service ethics. The test runs in the integrated information system “Taxi Work Analytics” (KIS “ART”), TASS, Interfax and Kommersant reported; a similar check already applies to Moscow taxi drivers. TASS said the system was created in 2021. Interfax quoted Liksutov as saying the department, together with the Moscow Administrative Road Inspectorate (MADI) and the traffic police, regularly carries out checks that identify couriers' driving violations, and that the mandatory test is the next stage: “Passing it will confirm that every employee knows the traffic rules well and understands their responsibility to pedestrians.” [ 1 , 3 , 5 , 6 ]
Interfax and Vedomosti, citing Liksutov, said couriers began taking the test on Sept. 30 and may do so voluntarily until Oct. 14. More than 135,000 couriers work in Moscow, according to the deputy mayor. [ 2 , 3 ]
Kommersant reported that the test is integrated into the courier identification process so that the result is tied to a specific person working through a service, and recalled that in April 2024 a scheme was described under which a courier receives a personal ID and submits a passport, tax identification number, pension insurance number and a certificate of no criminal record. Kommersant also said control is split between digital and road levels: the Centre for Traffic Organisation (TsODD) is to track courier movement with automatic systems, while the traffic police (GIBDD) checks compliance on the roads. The check addresses one cause of accidents cited by city hall, the paper said — that many couriers do not know the traffic rules. [ 5 ]
Vedomosti recalled that a digital courier control system began operating in Moscow in May, with document verification and daily photo checks before a shift, data on each courier's work fed into a single system and IoT modules installed on bicycles, electric bicycles and other vehicles to limit speed to 25 km/h. It said the transport department first proposed mandatory testing of couriers on safe driving in February 2024, when unified registration of couriers and the use of city cameras to record violations by identification numbers on uniforms and bags were also discussed.
