Seoul revamps 'Future Seoul Morning Lecture' with in-house officials
En breve
Seoul city has overhauled its “미래서울 아침특강” (Future Seoul Morning Lecture) series so that its own director-general-level officials, rather than outside experts, give the lectures. The first lecture under the new format was held on the morning of Oct 7, the 120th session of the series, and covered autonomous driving, given by Traffic Bureau chief Yeo Jang-kwon. Mayor Oh Se-hoon said the series should become a venue where city officials themselves design Seoul's future.

Seoul city has revamped its “미래서울 아침특강” (Future Seoul Morning Lecture) and held the first lecture under the new format on the morning of Oct 7, at the 120th session of the series, Yonhap and Asia Economy reported. [ 2 , 3 ]
The lecture series began in May 2021 and had been held every two weeks to share the city administration's core values and future vision, according to the two outlets. Past speakers were outside experts, including psychiatrist Oh Eun-young, economics YouTuber Suka, American sociologist Sam Richards and KAIST professor Gong Kyung-chul, who offered views on Seoul's future and policy direction. [ 2 , 3 ]
The central change is that the lectures are now given from inside city government. Director-general-level officials who have spent more than 20 years working on Seoul's transport, housing, welfare and climate policies will diagnose coming changes, assess their effect on the city and its residents, and set out the policy tasks the city should prepare, the outlets reported. The city expects this to spread the experience held in one department across the organisation and to build a common direction on future tasks that involve several departments. [ 2 , 3 ]
The first lecture under the new format was on autonomous driving, delivered by Yeo Jang-kwon, head of the Seoul city Traffic Bureau, under the title “자율주행의 미래, 서울 교통 무엇을 준비해야 하나”. Yeo, who previously headed the city's transport planning office, balanced development headquarters and climate and environment headquarters, examined how the commercialisation of autonomous driving would change how residents travel, public transport, roads, parking and urban space itself. Yonhap reported that he focused less on the technology than on what kind of transport system a dense, transit-heavy metropolis like Seoul should prepare as the technology spreads. [ 2 , 3 ]
Asia Economy reported that the city plans to continue the lectures periodically with director-general-level officials from transport and other major fields, aiming to share more than 20 years of accumulated field experience and expertise across the organisation and to raise cross-departmental cooperation and policy delivery. [ 3 ]
Mayor Oh Se-hoon said the series had been filled over the past five years with the wisdom and insight of outside experts, and that it was now time to develop it into a venue where Seoul's public officials themselves consider and design the city's future. He said the city would share the visions of each department and cooperate to prepare for Seoul's future, according to Yonhap and Asia Economy. [ 2 , 3 ]
Newsis also published a headline saying Seoul city had reformed the lecture series so that director-general-level officials would lecture directly, but the readable text beneath that headline concerned a financial-sector hacking story unrelated to the lecture series. [ 1 ]
Por qué importa
The change shifts a municipal lecture series from outside expert commentary to internal officials with more than 20 years of field experience, which the city says will spread expertise across departments and align them on long-term tasks. The first topic, autonomous driving, points to how the city intends to prepare its transit-heavy urban environment for the technology. As a city-government programme, its direct impact is limited to Seoul's administration.
