South Korea's National Police Agency announced on October 13 a reshuffle involving 412 senior officers across 385 positions. The changes replace 118 of the country's 242 police station chiefs, or nearly half. Newsis reported that the appointments take effect on October 15 and that the personnel list also includes policing advisers and officers entering retirement-preparation training. [ 3 , 6 ]

The agency said it fully applied a rule restricting postings in regions where officers have ties, including their places of origin, to police station chiefs and key investigation and internal-audit positions. For internal-audit and human-rights officers and major investigation division heads, the rule applies at the city or province level. For station chiefs, it applies at that level or within personnel zones inside a province. The agency said the purpose is to strengthen fairness and restore public trust. [ 3 , 6 ]

In Seoul, 14 station chiefs were replaced, including those in Gangnam and Seocho, Kyunghyang Shinmun reported. That is more than half of the 27 Seoul station-chief positions held by officers at this rank. Among headquarters appointments, Baek Hye-gyeong (백혜경) moves from heading Geumcheon police station to the policing artificial-intelligence policy division, while Ju Jin-hwa (주진화) moves from Seocho police station to head the digital forensics center, Newsis reported. [ 3 , 6 ]

The agency said it placed staff in investigation, internal audit, women's safety and youth-protection roles on the basis of relevant experience and abilities. It had already applied the local-ties restrictions to senior appointments in September, replacing 14 of 18 regional police chiefs. Newsis reported that the latest reshuffle completes the second-half senior police appointments. The agency said it would continue reforms to establish the changed criminal justice system in frontline work and strengthen protection for women, children and victims. [ 3 , 6 ]
