South Korea's Ministry of SMEs and Startups and National Tax Service announced on October 11 that they would coordinate policy and tax-administration support for 2,559 AI small businesses and startups. The arrangement follows a cooperation agreement signed between the agencies in December of the previous year. Under the model, the ministry identifies AI businesses with growth potential and supports research and development, commercialisation, financing and expansion abroad, while the tax service connects those businesses with tax-administration measures. The agencies said the initiative reflects the substantial early investment required by AI startups and the time they can need to develop stable revenue. [ 1 , 2 , 5 ]

The ministry shared a list of businesses supported through 20 AI-related programmes with the tax service, which determined the companies eligible for the linked measures. The programmes cover AI research and development, commercialisation of AI-enabled products, preferential guarantees for AI and AI transformation, AI-based smart factories, deep-tech startup support and global acceleration. The tax measures include reduced verification, priority handling of advance reviews for research and workforce-development tax credits, and consultation on corporate-tax deductions and relief. Selected AI startups within five years of founding will be excluded from routine tax-audit selection. Other selected AI small businesses can apply for a two-year deferral of routine audits, or three years for companies located in the regions. Businesses will also be excluded from checks of declared information if there are no clear suspicions of tax evasion, the reports said. Additional measures include extensions of payment deadlines, early payment of refunds and dedicated tax advice for AI firms. The agencies said they wanted to reduce tax-related difficulties during growth so companies could concentrate on technology development and business activities. [ 1 , 2 , 5 ]
