Ukrainian officials said SpaceX had restricted military use of Starlink without advance warning, disrupting some operations, Russian outlets reported on October 14. Meduza cited presidential adviser Serhii Beskrestnov and former defence-ministry adviser Serhii Sternenko as reporting the limits. The outlet said the restrictions concerned the speed of drones using Starlink, while Vedomosti reported Sternenko as saying ordinary terminals continued to work. [ 4 , 20 ]

Meduza, citing Ukrainian Pravda's military sources, said the restrictions affected Starshield, described as the military version of the satellite service. A Ukrainian military source said ordinary Starlink worked on drones travelling up to 160 kilometres per hour, which was insufficient for some missions. RIA Novosti separately quoted a statement that the restriction applied to the Starshield military package and set a speed limit of 100 miles per hour. [ 1 , 4 ]

Polish Foreign Minister Radosław Sikorski accused Elon Musk of playing politics with his products after the Ukrainian reports, Kommersant reported. He said European customers were watching Musk. Kommersant also reported the Ukrainian presidential office's claim that SpaceX had not warned of the restrictions and that some operations had been disrupted. Beskrestnov linked the changes to the political situation, according to Meduza. [ 4 , 10 ]

Kremlin spokesperson Dmitry Peskov said Moscow had read media reports but had no further information about restrictions on Starlink in Ukraine, Interfax reported. He said it would be better if technologies such as Starlink were not used for military purposes. Vedomosti also reported his lack of information and his opposition to military use of the system.
