Russian President Vladimir Putin will take part in a summit of the Commonwealth of Independent States in Turkmenistan next week, according to TASS, Interfax and Vedomosti. Interfax and Vedomosti both cited Pavel Zarubin, a journalist for the Vesti programme. Interfax said Putin will also hold a number of events in Moscow. The reports were published within about twenty minutes of one another on 4 October. [ 1 , 2 , 3 ]
Vedomosti reported that the CIS summit will take place on 9 October in the Avaza national tourist zone in the city of Turkmenbashi. It said the previous summit of CIS heads of state was held on 10 October in Dushanbe, where the presidents of Russia, Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan signed a number of documents, among them a decision on a concept of military cooperation to 2030. Vedomosti did not specify the year of the Dushanbe meeting. [ 3 ]
Interfax quoted Zarubin as saying: “The president is again setting off on a trip — this time to Turkmenistan. The CIS summit.” He also said that on Teacher's Day the president will meet laureates of the Teacher of the Year award. According to Zarubin, Putin will open one of Russia's high-technology enterprises and hold a meeting with the permanent members of the Security Council. Vedomosti reported the same set of Moscow engagements. [ 2 , 3 ]
None of the reports said which enterprise Putin would open, or what the agenda of the Turkmenbashi summit would be. [ 1 , 2 , 3 ]
Why it matters
The summit brings Putin together with the leaders of the other former Soviet states, and the announcement of his participation is a signal that the meeting is going ahead as scheduled. The accompanying Moscow engagements — a Security Council meeting and the opening of a high-technology plant — indicate the trip is part of a broader programme. The documents give no further basis to judge the summit's significance.
