South Korea’s National Office of Investigation said on October 5 that police booked 9,530 drug offenders in January–August 2026, up 5.3 percent from a year earlier. Manufacturing and smuggling offenders rose 33.8 percent to 174, sellers rose 6.6 percent to 3,396 and offenders involving medical narcotics rose 11.9 percent to 706. The office said the shift reflected concentrating investigative resources on smuggling and distribution networks rather than simple users. Newsis also reported the 33.8 percent rise for manufacturing and smuggling and the 6.6 percent rise for sellers. [ 1 , 2 , 3 , 4 , 5 , 6 ]
The office selected 10 investigation teams for special performance awards worth a total of 50 million won. The top cases were the Gyeonggi Northern Police Agency team that investigated Park Wang-yeol and the Gyeonggi Southern Police Agency team that investigated Choi Byeong-min, suspected of supplying drugs to Park; each team received 10 million won, police said. [ 1 , 3 , 4 , 6 ]
Park was repatriated from the Philippines, where he had been held in a local prison in a murder case, police said. Yonhap reported that the Gyeonggi Northern team identified about 12.7 kilograms of methamphetamine and other drugs worth 6.3 billion won and 8.63 billion won in criminal proceeds, after arresting domestic middlemen and tracing cryptocurrency transactions. Asia Economy said Park was indicted in custody and that he popularised a “drop” method in which buyers pay first and are then told where the drugs are hidden. A Newsis photo caption showed his repatriation through Incheon International Airport Terminal 2 on March 25. [ 1 , 2 , 3 , 5 , 6 ]
Choi was arrested in Thailand with Thai investigators’ cooperation and repatriated, police said. The Gyeonggi Southern team then identified 41 additional offences and about 6 billion won in criminal proceeds and applied for pre-indictment preservation of the assets, according to Yonhap and Seoul Economic Daily; Hankook Ilbo reported the same figures. [ 3 , 4 , 6 ]
Other awarded cases included a Seoul police unit’s investigation into illegal use of medical narcotics, which the office said contributed to etomidate being designated as a narcotic, and a Busan unit’s arrest of operators of an unregistered cryptocurrency trading agency suspected of laundering drug transaction payments. [ 1 , 4 ]
The office said it will strengthen information sharing with the National Intelligence Service, the Ministry of Food and Drug Safety, the Korea Customs Service, the National Tax Service, the Financial Services Commission and the newly launched Serious Crime Investigation Agency. It will hold an International Drug Investigation Conference on November 11–12 and expand cooperation through the Asian drug crime response working consultative body known as ANCRA. Hong Seok-ki, head of the National Office of Investigation, said “now is the golden time” to eradicate drug crime and that the office would respond with all its resources together with related agencies. [ 1 , 3 , 4 , 6 ]
Asia Economy noted that the revised Criminal Procedure Act could lead to the new Serious Crime Investigation Agency taking charge of major drug cases, but said that given the manpower and experience required for enforcement and tracing, the importance of police investigation is expected to grow further. Why it matters
The figures indicate police are prioritising smuggling, manufacturing and distribution cases over simple user arrests, which the office said explains the increase. The office plans closer information sharing with other domestic agencies and foreign investigators, including an international drug investigation conference in November. How the newly launched Serious Crime Investigation Agency will divide drug cases with police is left open in the coverage.
