Estonian Defence Minister Martin Herem said that about 150 bunkers are planned in Ida-Virumaa, the Estonian region bordering Russia. TASS reported the figure as up to 150. Vedomosti wrote that Estonia may build about 150 defensive bunkers there as part of creating the Baltic defence line. [ 1 , 2 , 3 ]
Herem said about 100 of the structures would be on state land and about 50 on municipal or private land. Vedomosti said he spoke at an information hour in parliament, citing a Riigikogu press service statement. Kommersant quoted him as saying that, in building the Baltic defence belt, about 150 bunkers are planned in Ida-Virumaa, for example. [ 1 , 2 , 3 ]
For bunkers on private land, Herem said agreement with the owners will be needed. Kommersant wrote that they could be offered compensation for inconvenience, or rent or purchase of the land. Herem added that there are currently no large-scale plans for the state to acquire a wider belt. Vedomosti specified that this applies to land along the Narva river. [ 2 , 3 ]
Kommersant described the Baltic defence belt as a project of engineering and fortification structures by Estonia, Latvia and Lithuania to strengthen their eastern borders and NATO's eastern flank. Vedomosti wrote that in January 2024 the Estonian defence ministry announced plans to build about 600 bunkers on the eastern border, mostly in Ida-Virumaa and the south-east. It added that Latvia and Lithuania agreed to create similar defensive zones. [ 2 , 3 ]
Both business outlets recalled a Financial Times report from early October that Estonia was moving units closer to the Russian border under a concept of active defence. Vedomosti, citing the report of 5 October, said one unit is planned for Jõhvi, about 50 km from Russia, and that a base for about 1,000 people is being built in Narva. It added that on the same day the United States handed Estonia 13 Skydio X10D reconnaissance drones for border protection. Kommersant added that, according to the newspaper, long-range weapons are also being moved toward the border. [ 2 , 3 ]
Why it matters
The figure is lower than the roughly 600 bunkers the Estonian defence ministry mentioned for the eastern border in January 2024. Vedomosti and Kommersant place the plan alongside other Estonian steps near the Russian border, including troop moves reported by the Financial Times.
