European Commission President Ursula von der Leyen said the EU will reduce imports of Russian gas to zero, speaking ahead of a European Parliament plenary session. She said the Russian share of EU gas imports has fallen from 45% to 12%, according to Vedomosti, Kommersant and Interfax. The outlets reported different target dates for reaching zero. Vedomosti said von der Leyen stated imports would fall to 0% by the end of the year. Kommersant and Interfax reported her as saying the EU would bring imports to zero by the end of 2027, with Kommersant quoting her as saying “the EU will bring it to zero by the end of next year”. Von der Leyen said more than 70% of EU electricity is now generated from domestic clean sources, renewable and nuclear, and that decisions taken in 2022 had left the bloc less vulnerable, Vedomosti and Interfax reported. Kommersant quoted her as saying gas prices had risen 140% since the start of the year and that “business is under pressure, people are barely paying their bills, and this situation may worsen as winter approaches”. It said she called for immediate action, more investment in green and nuclear generation and reduced purchases of Russian gas. Vedomosti also reported on European gas storage. The Economist said on 5 October that European storage was about 72% full, a record low for that time of year. On 30 September, German and Dutch underground storage was about 60% full and UK reserves were below 40%. Gazprom said on 3 October that the Inčukalns storage facility, the only one in the Baltics, held a minimal reserve; Gas Infrastructure Europe data showed it 49% full on 1 October, a historic low for that date. Kommersant reported that the phase-out is designed as a staged halt of different supply channels: imports of Russian LNG would end by 31 December 2026, pipeline gas by 30 September 2027, with a possible national extension to 31 October 2027; restrictions on new purchases and spot deals were planned from the end of 2025, and long-term contracts are to be terminated by the end of 2027, including through force majeure. It said EU states would be able to restrict Russian suppliers' access to gas transport infrastructure and LNG terminals, and that buyers were to be required to disclose almost all data on commercial agreements with Russian suppliers. These details appeared only in Kommersant. [ 3 ]
