Deputy Prime Minister Alexander Novak chaired a meeting on the situation in the fuel market, the government's press service said, according to Vedomosti and Kommersant. The Energy Ministry reported on accumulated fuel reserves on the domestic market and on the commissioning and loading of production capacities, TASS and Kommersant reported. Measures to regulate the price situation on the fuel market in a number of regions were also presented, TASS reported. [ 1 , 2 , 3 , 4 ]
Vedomosti reported that the measures concerned the Orenburg, Nizhny Novgorod, Novosibirsk, Omsk and Tyumen regions, as well as Udmurtia. The meeting was attended by representatives of federal and regional authorities and of business, according to the same report. [ 3 ]
Kommersant quoted Novak as saying there is no shortage of diesel fuel on the Russian market, but that there is a slight deficit of gasoline and that the authorities are taking measures to remove it. According to the government's statement cited by Kommersant, the meeting separately considered measures to saturate the domestic market with gasoline and diesel and to promptly eliminate local deficits. The Federal Antimonopoly Service reported at the meeting on curbing pricing violations in regional fuel markets and said it continued to monitor compliance with antitrust law, Kommersant reported. Vedomosti reported that FAS announced on September 30 the opening of 58 cases against oil companies and independent oil product market participants on signs of violating competition law, and issued 91 warnings; most violations identified concerned independent participants in the retail fuel market. On October 2, Novak said the necessary measures against independent filling stations selling gasoline at inflated prices were already being taken and that FAS had joined the work, Vedomosti reported. Agreements with independent filling station operators on stabilising fuel prices, under government decree No. 662, continue to be concluded in the regions; Vedomosti reported that such agreements are currently in force in 15 regions and that FAS intends to monitor their implementation. [ 3 ]
Kommersant recalled earlier stabilisation steps: in July 2026 the authorities linked market saturation to restricting oil product exports, additional imports, higher production and the deferral of refinery repairs; in October 2026 the government together with companies ensured additional imports of oil products; in August 2026 it lowered the norm for exchange sales of gasoline, temporarily banned exports of gasoline and diesel and allowed the turnover of gasoline of lower environmental classes. Kommersant added that accumulated reserves and loaded capacity do not by themselves remove local deficits, because the export ban keeps produced volume inside the country but does not ensure its delivery, so the problem may persist at the stage of distribution to regions rather than in the overall fuel balance.
