President Vladimir Putin appointed Elena Ardabyeva, state secretary and deputy justice minister, as his representative for the agreement on information exchange in the enforcement of judicial and other compulsory acts, according to a presidential order. Vedomosti, RBC and Kommersant all reported the appointment. Kommersant said the order was published on the portal of legal acts, and RBC described the document as an agreement among the member states of the Commonwealth of Independent States. [ 1 , 2 , 3 ]

Under the agreement, the parties would cooperate in exchanging information needed for the compulsory enforcement of court acts and of decisions by other authorised bodies and officials, Vedomosti reported. The documents give no list of participating states beyond RBC's reference to the CIS, and no list of the authorities covered. [ 1 , 2 ]

Ardabyeva will represent the president's position when the State Duma and Federation Council consider ratifying the agreement, Vedomosti and Kommersant reported. [ 1 , 3 ]

Vedomosti noted that Ardabyeva has handled similar files for the president this year. On 5 January Putin named her his representative for the ratification of protocols on alimony collection in CIS countries, amending the Minsk and Chisinau conventions on legal assistance to allow compulsory enforcement of court orders on alimony for minor children across the Commonwealth. On 14 January the State Duma ratified those changes, and Ardabyeva told deputies at the time that the states party to the conventions were carrying out the necessary domestic procedures to implement the new rules. Kommersant added that in March she received the same role for an agreement with Belarus on mutual enforcement of court decisions. [ 1 , 3 ]

Почему это важно

The appointment is a procedural step toward ratifying an agreement that would set up information exchange between states for enforcing court rulings and decisions by other authorities. It is the latest in a series of judicial-cooperation files the deputy justice minister has handled for the president this year. The documents describe only the appointment and the treaty's general purpose, so the practical effect on cross-border enforcement is not yet clear.
