On farmland, the ministry presented its direction on Oct. 6, a day before the audit, after a Sept. 21 ruling-party–government consultation at which it announced follow-up measures including deferred penalties for customary violations and a chance for farmers to normalize, and said it would pursue a special law. Yoon Won-seup, the ministry's agricultural policy officer, told a debate on the special law that if applications are filed within its two-to-three-year validity period, the government plans to carry out legalization measures. Farmland used as rivers or roads, land that has become forest and forest used as farmland would be handled through applications based on full-survey data, with land categories changed. Lawmakers are expected to press on the criteria and procedures for applying these measures on the ground, including how speculative violations are distinguished from violations that are customary in farming areas, and how existing tenants' farming rights are protected while lease relationships are reorganized. The opposition People Power Party is expected to argue the survey was pushed ahead without sufficient preparation and to highlight farmers' anxiety, while the ruling Democratic Party is expected to stress the survey's necessity and to push back on what it calls excessive political attacks, CBS NoCut News reported. On Nonghyup reform, the government is pursuing a shift to direct election of the Nonghyup Federation chairman by all cooperative members and the separation of the federation's audit function, according to CBS NoCut News. The committee recently reviewed an amendment to the Nonghyup Act in its bill review subcommittee but did not reach a conclusion, and discussions continue on how a separate audit body would operate within the pan-Nonghyup system. The government and Nonghyup agree on strengthening the audit body's independence, the outlet said. [ 3 , 4 ]
On trade, Maeil Business reported that the government has begun reviewing CPTPP accession, citing the need for solidarity among middle powers as US and Chinese economic influence grows. It reported government estimates that accession would cut agricultural and fisheries production by about 850 billion won a year, while manufacturing spillover could average up to 6.7 trillion won a year over 15 years after the agreement takes effect. It cited the Korea Economic Research Institute as saying trade with the CPTPP's 12 members accounts for 25% of Korea's total. Newsis reported that responses to agricultural damage from joining the agreement are also expected at the audit. [ 2 , 3 ]
