In short

Gyeongbuk Province said it signed two agreements in the United States: an economic cooperation MOU with the Utah state government and a separate MOU with the University of Utah covering startups, technology commercialisation and joint research. The province says it will link Gyeongbuk manufacturers with Utah's industry and investment ecosystem in AI, semiconductors and other advanced industries, and build a “Gyeongbuk–Utah Global Open Innovation Hub.” Both sides plan a working group to identify follow-up tasks.

Gyeongbuk Province said it will expand cooperation with the Utah state government and the University of Utah in artificial intelligence, semiconductors and other advanced industries, after signing two agreements in the United States. Yonhap reported that the province signed an economic cooperation MOU with the Utah state government, followed by a separate agreement with the university covering the global expansion of startup and innovation companies, technology commercialisation, joint research and industry-academic cooperation. The province said it would connect Utah's industry and investment ecosystem with its own manufacturing and industrial base to help local companies enter the US market and build local networks. [ 1 , 2 ]

Both outlets said the signing took place at the Utah State Capitol on the 21st of the previous month, local time. Asia Economy reported the ceremony was held in the capitol's Gold Room, where Gyeongbuk economic deputy governor Yang Geum-hee and provincial council deputy speaker Park Soon-beom signed with Utah lieutenant governor Deidre M. Henderson and Franz Kolb, head of international and economic affairs at the state's economic planning office. University of Utah president Taylor R. Randall and research vice president Anshuman Razdan attended the university agreement, according to the same report. [ 1 , 2 ]

Under the university agreement, the province said it will use the university's research and industry networks and startup support infrastructure to link Gyeongbuk companies with US companies, investors and startup support organisations, including company matching, joint project discovery, technology commercialisation and investment linkage. The province also plans a “Gyeongbuk–Utah Global Open Innovation Hub” to connect Gyeongbuk companies with Utah universities, research institutes and companies, and said it wants to develop the cooperation into a state government–university–company framework, with a working group identifying tasks to carry out the agreements and expand exchanges among companies, universities and research institutes. [ 1 , 2 ]

Asia Economy reported that the Gyeongbuk delegation visited the University of Utah nanofab, describing it as research infrastructure with cleanrooms and research and process equipment that supports semiconductor and nanotechnology research and prototype production. The delegation was briefed on the main research facilities, their operation and the university's support system for research and technology commercialisation, and looked at cases where university research capacity was linked with companies and research institutes, the outlet reported. [ 2 ]

Yang said the cooperation with the Utah state government and the University of Utah was “an important starting point” for connecting Gyeongbuk's industries and companies with the US innovation ecosystem, and that the province would expand cooperation in future industries including AI and semiconductors and build a practical support system for Gyeongbuk companies entering world markets. [ 1 , 2 ]

Why it matters

The agreements are a subnational effort to give small and mid-sized Gyeongbuk manufacturers and startups a route into the US market and Utah's university-backed innovation infrastructure, an area where the province says it has industrial capacity but weaker overseas networks. Because the documents describe frameworks and intentions rather than contracts, budgets or named participants, the practical effect will depend on the follow-up working group both sides said they would set up. The AI and semiconductor focus places the province in competition with other regions seeking the same kind of US research and investment links.
