In short

The US military in Okinawa ordered a 48-hour halt to activities, a ban on off-base movement and alcohol, and a 30-day night curfew after a Marine based at Futenma was arrested over the robbery-murder of a local woman in Naha. Okinawa Governor Koza Genta protested to the US commander and Japan's defence and foreign ministers, and Prime Minister Takaichi Sanae said she had lodged a strong protest with Washington. Documents differ on whether the halt started at noon on Oct 6 or Oct 7, and on the date of the Marine's arrest.

The US military in Okinawa ordered all its personnel to halt activities for 48 hours, barred them from moving freely off base and banned alcohol, after a Marine based at Futenma was arrested over the robbery-murder of a local woman. Lieutenant General Benjamin T. Watson, commander of the US III Marine Expeditionary Force, announced the measures in a notice titled “Standards and Discipline” posted on social media, according to Yonhap, Hankook Ilbo and Kyunghyang Shinmun. [ 1 , 2 , 3 ]

The 48-hour halt was to begin at noon on Oct 7 and run to noon on Oct 9, with no off-base outings and a total alcohol ban, Yonhap, Kyunghyang Shinmun and Newsis reported; Hankook Ilbo, citing Japanese newspapers, said the halt began at noon on Oct 6. From Oct 9, a 30-day restriction bans outings between midnight and 5 am, and Hankook Ilbo adds that gate surveillance is to be tightened and commanders are to instruct troops on rules and discipline. In the notice, Watson said US personnel live, work and interact with Okinawa residents, that every interaction with neighbours can build or weaken trust, and that damaged trust affects the strength of the alliance and regional security. [ 1 , 2 , 3 , 6 ]

Okinawa police arrested Devin Jacob Ballard, 20, a US Marine at Futenma, on suspicion of robbery-murder over the death of a woman in her 30s at a hotel in Naha; Yonhap and Kyunghyang Shinmun said he was arrested on Oct 3, while Hankook Ilbo said he was urgently arrested on Oct 4. Hankook Ilbo and Newsis reported that he was transferred to prosecutors in Naha on Oct 5. [ 1 , 2 , 3 , 5 ]

New Okinawa Governor Koza Genta summoned Watson to the prefectural office on Oct 5 and protested, saying he felt great anger and demanding effective, fundamental measures, according to Yonhap, Hankook Ilbo and Kyunghyang Shinmun. On Oct 7 he met Defence Minister Koizumi Shinjiro in Tokyo, calling the case extremely malicious and unacceptable to residents and asking for fundamental measures including revision of the US-Japan Status of Forces Agreement, and for the Okinawa Policy Council to convene soon, Newsis reported. Koizumi said he felt strong anger that a US service member had been arrested in a cruel and violent case and said Japan wants to consult with the US on effective steps, adding that Okinawa's voice would be heard. Koza also met Foreign Minister Motegi Toshimitsu the same day and said discipline and human rights training for US personnel were not working. [ 1 , 2 , 3 , 6 ]

Chief Cabinet Secretary Kihara Minoru told a morning press conference on Oct 7 that incidents involving US military personnel must not happen because they cause great anxiety among residents, and said the US measures showed the military was treating the case seriously and moving quickly on discipline and prevention, according to Newsis. Kyunghyang Shinmun reported that Prime Minister Takaichi Sanae wrote on X that she deeply regretted an extremely cruel and vicious case and had lodged a strong protest with the US side and demanded prevention of recurrence. [ 3 , 6 ]

The case has stirred public feeling in Okinawa, and Kyunghyang Shinmun reported a protest in front of the US embassy in Tokyo on Oct 6. The same outlet reported that the ruling Liberal Democratic Party is watching public opinion closely, as a conservative candidate it backed won the governorship last month for the first time in 12 years, raising expectations of cooperation between the central government and Okinawa on issues including US bases. [ 3 ]

Why it matters

The case has renewed anger in Okinawa over crimes involving US personnel and put the Japanese government under pressure to show it is extracting concrete prevention measures from Washington. The governor is asking for talks on revising the US-Japan Status of Forces Agreement and for the Okinawa Policy Council to convene, so the dispute touches the alliance's local arrangements, not only the criminal case.
