Korea financial regulator delays second-round network separation easing after hacks
Коротко
South Korea’s Financial Services Commission has tentatively postponed selecting financial institutions for the second round of network separation regulation easing, which had been scheduled for Oct 7. Authorities cited the hacking incidents in the financial sector and staff being assigned to the response. They said the easing policy itself has not been rolled back and will be pushed forward again when conditions allow.

South Korea’s Financial Services Commission has tentatively postponed selecting financial institutions for the second round of network separation regulation easing, Yonhap, Asia Economy and Chosun Ilbo reported, and Newsis reported the second-round easing schedule was delayed. The selection had been set for Oct 7. [ 1 , 2 , 3 , 4 ]
A financial authority official said the department handling the matter had been assigned to the incident response, that a sufficient review was needed but was physically difficult, and that the situation also had to be watched, calling the adjustment unavoidable, Yonhap reported. Asia Economy reported that the commission decided to concentrate administrative resources on responding to the incidents and judged it necessary to see how the situation develops. [ 2 , 3 ]
Korean financial companies are currently subject to network separation rules requiring work systems to be separated and cut off from external networks for security reasons, Yonhap reported. Authorities have taken the position that firms with the response capability should have the rule fully lifted so that fast-evolving AI attacks can be defended with AI, Yonhap said, and Asia Economy described the principle as defending AI with AI. [ 2 ]
Ten financial companies were selected in the first round in June and given temporary easing measures, Asia Economy reported, while Yonhap said participating companies have been selected and easing tests under way since June. [ 2 , 3 ]
Asia Economy reported that intrusion and data-leak incidents have occurred in succession since Sept 27 at KB Kookmin, Shinhan, Hana and BNK Busan banks, Yegaram and Welcome savings banks and Hyundai Capital, as security concerns spread across the sector. Chosun Ilbo reported that authority staff began incident response and emergency security inspections. [ 3 , 4 ]
Authorities said postponing the selection does not mean the easing stance is being rolled back, and that the process will be pushed forward again as soon as conditions allow, Yonhap and Newsis reported. [ 1 , 2 , 3 ]
Почему это важно
The delay holds up regulatory relief that financial firms hoping to use security-related AI were expecting, and shows the hacking incidents have drawn the regulator’s staffing and attention away from its deregulation timetable. Because authorities describe the move as a scheduling adjustment and say the easing direction is unchanged, the pause is presented as temporary rather than a policy reversal.
