A California couple accused in a surrogacy investigation involving at least 21 children was arrested on Tuesday and charged with child abuse, Los Angeles County District Attorney Nathan Hochman said. Guojun Xuan, 66, and Silvia Zhang, 39, were arrested at their home in Arcadia; a law enforcement source confirmed the arrests to CBS News.
