Dubai Municipality has issued the Planning and Building Requirements Guide for Shared Housing and Permitted Areas, in implementation of Law No. 4 of 2026 Regulating the Occupancy and Management of Shared Housing in the Emirate of Dubai. Under the guide, more than 44 areas across the emirate permit buildings and villas to be allocated for shared housing. The framework splits shared housing into individual accommodation and family accommodation, and each existing building must be allocated to one of the two categories. Bedrooms must offer a minimum of 5 square metres per person. In family accommodation, each family must have a separate bedroom with an en-suite bathroom, for comfort and privacy, and the guide also sets requirements for shared facilities and services depending on the category. The municipality said the guide aims to ensure quality and safety, safeguard the rights and privacy of owners and occupants and reduce overcrowding, congestion and unregulated residential practices. Property owners and property management and leasing companies have a full year to regularise the status of buildings currently used for shared housing, with the period starting from the law's effective date of September 8, 2026, according to Emirates 24|7 and Gulf News. Both outlets reported that the regularisation period does not exempt owners from addressing building violations, unauthorised changes of use or other conditions that pose risks to public safety, which must be rectified under applicable requirements and legislation. The community outlet Lovin Dubai put the compliance deadline at September 8, 2027. [ 1 , 2 , 3 ]

Lovin Dubai also reported that on Sheikh Zayed Road, Jumeirah Road, Al Wasl Road and Bani Yas Road, shared accommodation will be allowed only for families, so individual sharing between unrelated people would not be permitted in those areas. It said violations can draw fines ranging from AED 500 to AED 500,000. Those details did not appear in the other documents. Lovin Dubai said the rules apply to both apartments and villas and cover occupancy, minimum space per resident, kitchens, bathrooms and health facilities. [ 3 ]
