The Bank of Russia kept its list of systemically important credit institutions unchanged, the regulator said on its website, with 12 banks remaining on it. The list includes UniCredit Bank, Gazprombank, Sovcombank, VTB, Alfa-Bank, Sberbank, Moscow Credit Bank, T-Bank, PSB, Raiffeisenbank, Rosselkhozbank and Bank DOM.RF. Interfax reported that the Central Bank presented a new methodology for determining the list last year, which will take into account the number of clients, the development of ecosystems and significance in the payments market. Under the plan, the regulator would divide the largest banks into groups with different add-ons to the capital adequacy ratio, ranging from 0.5% to 2.5% depending on the scale of business. At present the banks are not divided into groups and a single 1% add-on applies, Interfax reported. The Central Bank planned to start selecting systemically important banks under the new methodology in 2027 and to introduce differentiated add-ons over several years from roughly 2028, according to the same report. Vedomosti reported that on 7 October 2025 the Central Bank excluded Rosbank and the Otkritie financial corporation from the list but added Bank DOM.RF. Kommersant also reported that changes were last made to the list in October 2025, when Bank DOM.RF was added. Vedomosti said the Central Bank updates the list once a year, that banks on it face higher capital requirements, and that inclusion depends on factors including the size of assets and deposits. Remaining on the list means the banks keep a special supervisory regime, Kommersant reported. Under rules described in 2020, Kommersant said, they must maintain a higher level of capital, send the Central Bank expanded reporting and ensure data protection, with their work considered critically important for the stability of the banking system. The mechanism is tied to the scale of the possible consequences of problems at a large bank: in the Central Bank's approach set out on 22 May 2025, the greater a bank's influence on the financial system and the economy, the higher its capital buffer should be, and the systemic-importance add-on is intended to cover risks to the economy if a bank loses financial stability, according to Kommersant. [ 4 ]
Both documents that look ahead note the possibility of new entrants. Interfax reported that Central Bank head Elvira Nabiullina said that over a two-to-three-year horizon, subsidiary banks of marketplaces could join the list of systemically important institutions, given their scale in the payments market and their integration into the ecosystems of their parent companies. Kommersant reported that in April Nabiullina said marketplace banks could be classified as systemically important. [ 2 , 4 ]

Inclusion keeps the 12 banks under a special supervisory regime with higher capital requirements, expanded reporting to the Central Bank and data-protection duties, which the documents describe as tied to their weight in the financial system.
