Russia's Federal Security Service (FSB) said on October 8 that it had stopped the activity of two Russian citizens in Zabaykalsky Krai who, it alleges, were preparing a series of provocations on the orders of Ukrainian special services aimed at destabilising the social and political situation in the region during the elections to the ninth State Duma. The statement came from the FSB's public relations centre, Interfax and RIA Novosti reported. The man and the woman were detained on the eve of the single voting day, the FSB said. [ 2 , 3 , 5 ]

According to the FSB, a resident of the town of Krasnokamensk was recruited by officers of Ukraine's Security Service (SBU). He allegedly collected and passed to the Ukrainian side information on the course of the election campaign and sent photographs of regional government buildings and a military enlistment office. "Also, ahead of the active phase of voting, he was instructed to set fire to a city branch of one of the political parties using a homemade incendiary mixture," the FSB said, as quoted by Interfax. The second detainee, a woman from the region, allegedly joined a precinct election commission on the instructions of the Freedom of Russia Legion. Interfax described the group as a paramilitary formation controlled by the SBU that Russia's Supreme Court has designated a terrorist organisation. According to the FSB, her handler tasked her with obtaining sample ballots and campaign materials, collecting and passing on information about election preparations and events held by parties and candidates, and falsifying the results of the vote. TASS later reported that the FSB had released video of the detentions. [ 2 , 3 , 6 ]

The FSB had previously reported detaining a Donetsk resident who, it said, was preparing on SBU orders to blow up a car near an election building during the 2026 campaign. Vedomosti reported that the FSB announced that case on September 21, saying the man had collected 20 kg of explosives from a cache and had a device with 2 kg of plastic explosive dropped to him from a Ukrainian drone, but was detained before he could carry out the plan. Why it matters

The case, reported by state and business outlets citing the FSB's public relations centre, ties alleged Ukrainian-directed activity to the conduct of the State Duma elections. The FSB had earlier reported a separate case involving a Donetsk resident accused of planning a bombing during the election campaign.
