Gyeongbuk province announced on 6 October that the Gyeongbuk Credit Guarantee Foundation and the Gyeongbuk Women's Policy Development Institute received the highest S grade in its 2026 evaluation of public institutions, which assessed 2025 performance. Hankook Ilbo reported that 18 provincial public institutions and their heads were evaluated. [ 4 , 5 , 6 ]

The A+ grade went to the Gyeongbuk Research Institute, the Gyeongbuk Agricultural Food Distribution Education Promotion Institute and Gyeongbuk Technopark, according to Yonhap and Hankook Ilbo. Hankook Ilbo said the research institute was credited for expanding policy research with a new artificial intelligence transition centre, the agricultural institute for reorganising its online shopping mall to support farm sales, and the technopark for developing crisis-response projects. The Dokdo Foundation received a C, and Yonhap reported that no institution received the lowest D grade. [ 4 , 5 ]

In the institution-head evaluation, the chairman of the Gyeongbuk Credit Guarantee Foundation and the head of the Gyeongbuk Research Institute received the top grade, Yonhap and Hankook Ilbo reported. Asia Economy, citing the foundation, said it was the only one of the 18 institutions to receive an S grade in both categories, and that an S grade requires a score of 90 or above and placement in the top 10 percent. [ 4 , 5 , 6 ]

The Credit Guarantee Foundation said it supplied a record 2 trillion won in guarantees and secured 1.055 trillion won in contributions through cooperation with cities, counties and financial firms, Asia Economy reported. It said it provided 81.3 billion won to small businesses hit by a large wildfire in the region in March last year and 244.8 billion won in support to food and lodging businesses in Gyeongju and Pohang ahead of the 2025 APEC summit. Chairman Kim Jung-kwon said the result was produced by staff who “stayed by the side of small business owners” in a difficult economy. [ 6 ]

Hankook Ilbo reported that a panel of private experts conducted written and on-site reviews from February to August, and that the province sharply increased the weighting of public institution innovation tasks, links to provincial policy and resident experience. [ 5 ]

Under the results, the province said it will pay discretionary project budgets to top-graded institutions and apply financial penalties, including cuts to ordinary operating costs, to weak performers. It said performance-based annual salaries will be paid differentially and that heads graded B or below will undergo reappointment review. Governor Lee Cheol-woo said the province would “raise the capacity of public institutions and drive change and innovation” so they become trusted by residents. [ 4 , 5 ]

Why it matters

The evaluation is the province's annual assessment of how its public institutions are run, and the results carry money and career consequences: the province said top-graded bodies get discretionary project budgets, while weaker performers face budget cuts and heads of B-grade or lower institutions face reappointment reviews. The documents describe an internal provincial exercise, so its relevance is largely limited to Gyeongbuk.

Still unclear

  • Whether the exercise is best described as an institutional evaluation or a management evaluation. Kukmin Ilbo calls it an institutional evaluation, while Seoul Shinmun and Newsis call it a management evaluation; the documents give no detail that settles the wording.
  • The full grade list for all 18 institutions. Only Hankook Ilbo lists the middle and lower grades (A, B+, B and C), and those names appear in no other document.
  • What the Newsis article text has to do with this event. The Newsis document carries the headline about the Gyeongbuk evaluation but its article text concerns a police investigation into hacking at financial firms, an unrelated story.
  • Whether the institute is officially named the Gyeongbuk Women's Policy Development Institute or the Gyeongbuk Provincial Women's Policy Development Institute. Yonhap, Kukmin Ilbo and Newsis use 경북여성정책개발원, while Hankook Ilbo uses 경북도여성정책개발원.
  • The exact date and venue of the results announcement. Yonhap, Hankook Ilbo and Asia Economy say the province announced on 6 October, but none states where.
