The Council of the European Union announced on October 13 that two more negotiating clusters had been opened in Ukraine's membership process: the internal market and competitiveness and inclusive growth. The decision brings the number of open clusters to four out of six, RIA Novosti reported, citing the Council's press service. Ireland's minister for European affairs and defense said the Irish presidency remained committed to advancing Ukraine's accession process. [ 2 , 3 ]

The internal market cluster covers free movement of goods, services, workers and capital. It also includes common rules on competition, financial services, company law and consumer protection, the Council explained, according to Interfax. The competitiveness and inclusive growth cluster covers taxation, economic and monetary policy, industry, digital transformation, employment, education, research and customs. [ 2 , 3 ]

The EU previously opened the fundamentals cluster in June 2026 and the external relations cluster in July, RIA Novosti reported. Two clusters remain unopened: green agenda and sustainable connectivity, and resources, agriculture and cohesion. Interfax described clusters as broad thematic groups setting the areas in which candidate countries must align their legislation with EU law. Each cluster is divided into chapters covering different policy fields. [ 2 , 3 ]

The Council said the accession process is based on an assessment of concrete achievements. Monitoring of Ukraine's progress in aligning legislation with EU law and implementing European standards will continue throughout negotiations. RIA Novosti reported that benchmarks had been set for closing the opened chapters and would be assessed later. Opening clusters does not mean rapid accession: a candidate must meet the conditions, finish negotiations in all areas and secure unanimous agreement from EU members. [ 2 , 3 ]

Why it matters

The new clusters cover rules ranging from the movement of goods, services, workers and capital to taxation, industry and education. Opening them does not mean imminent membership: Ukraine must meet conditions and complete negotiations, and admission requires unanimous agreement from EU members.
