Bao Hui (包惠), former party secretary and director of the Chengdu People's Congress Standing Committee in Sichuan, has been expelled from the Communist Party following an investigation by China's anti-corruption authorities. The Central Commission for Discipline Inspection and National Commission of Supervision investigated the case with the Communist Party Central Committee's approval, according to accounts carried by Yicai and Xinhua on October 14. Authorities said Bao committed serious duty-related violations and was suspected of bribery, and decided to transfer the suspected criminal matters and associated property to prosecutors for review and prosecution. [ 2 , 4 ]
The investigation alleged that Bao made improper decisions causing major financial risks, pursued projects for political achievements and resisted the disciplinary review. Authorities also alleged receipt of gifts and cash, acceptance of meals and tourism arrangements that could affect impartial performance of duties, failures to report personal matters properly and improper assistance to others in selecting and appointing officials. They said Bao allowed relatives to use the influence of the position for private gain and improperly intervened in market activities. [ 2 , 4 ]
Authorities further alleged that Bao used the position to benefit others in commercial bank restructuring, obtaining construction land and securing project contracts, and illegally accepted large amounts of property. The decision cancels Bao's benefits and delegate status at the 12th Sichuan provincial party congress and 14th Chengdu party congress and confiscates illicit gains. The reports describe alleged crimes and a prosecutorial referral, rather than a criminal court judgment, and do not specify the monetary value of the alleged bribes. [ 2 , 4 ]
Why it matters
The decision includes confiscating illicit gains and canceling Bao's benefits and party congress delegate status. Authorities alleged abuses involving commercial bank restructuring, construction land and project contracts.
