Ukraine's military Starlink service has returned to normal, Xinhua reported, citing the Kyiv Independent's October 15 account based on Ukrainian Defence Ministry sources. Earlier reports by Yicai and Jiemian, citing CCTV, said the military service they identified as Starshield had resumed operation while in motion. They said the ministry had confirmed the recovery through reports from military units and was continuing to investigate the earlier operating restrictions. [ 2 , 3 , 5 ]
Xinhua said the ministry would continue investigating the cause and circumstances of speed restrictions imposed on the Ukrainian military's Starlink service on October 14. It reported that a Ukrainian presidential adviser had written on social media that day that SpaceX had limited the speed of operating Starlink satellite internet terminals during the preceding night. According to the adviser's account, the military received no advance warning and several missions were interrupted. The adviser claimed the action was connected to the current political situation rather than being accidental. [ 5 ]
In its account of the political context, Xinhua reported that US President Donald Trump said on October 10 that Ukraine should have a different president. It said Trump suggested President Volodymyr Zelenskyy had not done enough to end the Russia-Ukraine conflict and blamed him for higher US diesel prices. Xinhua also reported that SpaceX founder Elon Musk subsequently criticised Zelenskyy on social media and later endorsed a change of Ukrainian leadership. The documents do not establish a connection between those statements and the service restrictions; they report an ongoing Ukrainian investigation and the adviser's interpretation of the disruption. Why it matters
