Japan's National Police Agency said on 22 October that it plans to add cashless payment to the "blue ticket" traffic violation notice system, with a nationwide start in July 2027 at the earliest. Mainichi Shimbun reported that the agency will begin in July 2027. TBS NEWS DIG and Nishi-Nippon Shimbun said the agency is considering a start as early as July next year. [ 2 , 3 , 5 ]

Under the blue ticket system, a driver or cyclist who commits a relatively minor violation pays a fine and the case does not move to criminal proceedings, Mainichi reported. Fines range from 3,000 to 40,000 yen depending on the type of vehicle and the violation. Mainichi said 96% of traffic violations in 2025 were handled with blue tickets. [ 2 ]

At present violators take the payment slip to a financial institution and pay at the window. TBS NEWS DIG said banks and post offices are the places for payment, and that payers had complained they can pay only when windows are open on weekdays. Nishi-Nippon Shimbun said the current method is in principle limited to weekday daytime, and carries no fee. [ 2 , 3 , 5 ]

Under the plan, a QR code printed on the ticket would be read with a smartphone to reach a payment site, where the fine amount is entered. Mainichi listed credit cards, convenience store payment, net banking and QR code payment as supported. TBS NEWS DIG said the site would be run by an outside payment agent and that a barcode would allow payment at convenience stores. [ 2 , 3 ]

Cashless payment would carry a fee for the violator, which Mainichi said is expected to be around several hundred yen. Payment at financial institution windows without a fee will remain, the outlets said. [ 2 , 3 , 5 ]

The agency began a public call on 22 October for a payment agent to operate the site and aims to select one within the year. Mainichi said the National Public Safety Commission rules concerned will be drawn up before operation starts. [ 2 , 3 ]

In fiscal 2025, about 3,847,600 blue-ticket cases were paid, totalling about 38.02 billion yen, and the payment rate was 98.9%, Mainichi reported. The agency said that a higher payment rate would reduce the effort of urging violators to pay. A June 2021 Cabinet decision called for wider payment methods, and Akita and Shimane prefectural police have trialled bank transfers since then; they made up 14.6% of payments in the two prefectures in 2025. Why it matters

Fines are now paid at financial institution windows, which the outlets say are open only on weekdays. The agency said that a higher payment rate would also reduce the effort of urging violators to pay.
