Коротко

Russian presidential aide Yuri Ushakov said Russia has no concrete agreements with Armenia on a possible visit by Prime Minister Nikol Pashinyan to Moscow, and that no diplomatic contacts on the matter have taken place yet. The remarks, carried by RIA Novosti, TASS and Vedomosti, follow a September statement by the Kremlin that Pashinyan could visit soon at President Vladimir Putin's invitation. The two leaders last met on September 1 at the SCO summit in Bishkek, where they argued over whether Armenia should hold a referendum on EU membership or on staying in the EAEU.

Russian presidential aide Yuri Ushakov said there are no concrete agreements with Armenia on a possible visit by Prime Minister Nikol Pashinyan to Russia, according to RIA Novosti, TASS and Vedomosti. In Vedomosti's account of the briefing, Ushakov added: “Honestly, there have not yet even been diplomatic contacts on this.” None of the three outlets reported a date for any trip. [ 1 , 2 , 3 ]

Vedomosti reported that on September 7 Kremlin spokesman Dmitry Peskov had said Pashinyan could visit the Russian capital in the near future at the invitation of President Vladimir Putin, and that the exact timing of a meeting would be agreed through diplomatic channels taking into account the leaders' schedules. The documents do not reconcile that statement with Ushakov's remarks on the absence of agreements and contacts. [ 3 ]

According to Vedomosti, the last meeting between Pashinyan and Putin took place on September 1 on the sidelines of the SCO summit in Bishkek. It was their first bilateral conversation since April talks in the Kremlin, when Putin and Pashinyan exchanged barbs. In Bishkek, Vedomosti reported, they argued over whether Armenia should hold a referendum on joining the European Union or on remaining in the Eurasian Economic Union. [ 3 ]

Почему это важно

The absence of agreed arrangements puts a question mark over the next Putin-Pashinyan meeting at a time when the documents describe open disagreement between them over Armenia's EU and EAEU orientation. As reported by Russian state outlets and by Vedomosti, the contact is not yet scheduled, so any visit would have to be arranged through diplomatic channels.
