Six Chinese government departments, including the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission, have jointly issued a notice launching a three-year 'Warmth Project' (温暖工程) action for urban heating. Xinhua reported that the document, titled the Urban Heating 'Warmth Project' Three-Year Action Plan (2026-2028), was issued on October 16. It requires notable progress in renovating ageing existing heating pipe networks by the end of 2028, and aims to improve heating supply capacity and service levels across the board over the three years. [ 1 , 2 , 3 , 4 , 6 ]
According to the reports, the action responds to insufficient heat source capacity and equipment failures in some areas, which the departments attribute to the gradual ageing of early-built heating pipe networks, heat stations and other facilities, combined with the effects of extreme weather. Xinhua reported that the plan covers 15 provinces, regions and municipalities, including Beijing, Tianjin and Hebei, as well as the Xinjiang Production and Construction Corps. Its 19 key tasks fall under five areas: speeding up construction and renovation of heating networks, improving heat source capacity, raising the level of refined management of heating systems, improving heating service quality, and building long-term heating guarantee mechanisms. [ 1 , 2 , 3 , 4 , 6 ]
Under the plan, localities are to 'inspect first, then renew', carrying out regular inspections and assessments of heating facilities. Pipe networks, heat stations and related facilities that have been in operation for 20 years, or that carry prominent risks, are to be included in renovation plans, and heat stations in single heating systems serving more than 50,000 square metres are encouraged to be optimised. Because much urban heating comes from thermal power plants, the departments said they will next push the construction, commissioning and upgrading of combined heat and power units. [ 2 , 3 , 4 ]
The departments also asked localities to accelerate smart upgrades of heating systems to solve the problem of homes near the source being hot while those farther away stay cold. During the heating season, localities are to improve service supervision, open channels for residents' complaints, promote service arrangements such as 'visiting residents to ask about warmth' (访民问暖), 'handling complaints on receipt' (接诉即办) and 'heating stewards' (供暖管家), and set up a closed-loop system for quick responses to residents' requests. [ 2 , 3 , 4 ]
Yicai and China News Service cited figures showing that as of the end of 2025, urban central heating in China's northern heating regions covered 14.75 billion square metres, including 11.29 billion square metres of residential buildings. China News Service noted that the heating season is about to begin. [ 2 , 3 , 5 ]
