South Korea issues cold-wave advisories; Seoul forecast at 5C, Gyeonggi below zero

South Korea's weather agency issued cold-wave advisories for large parts of the country, taking effect at 21:00 on 21 October, as cold air arrived from the northwest. Seoul was forecast at 5 degrees for the morning of 22 October, and Yonhap reported that parts of Gyeonggi province fell below freezing that morning for the first time this autumn, with Panmunjom at minus 2.1 degrees.

Cold air moving in from the northwest brought a sharp drop in temperatures across South Korea, and the Korea Meteorological Administration issued cold-wave advisories that took effect at 21:00 on 21 October, according to Maeil Business, Seoul Economic Daily and Hankook Ilbo. Seoul's morning low on 22 October was forecast at 5 degrees. [ 2 , 3 , 4 ]
Yonhap reported on 22 October that the morning minimum in parts of Gyeonggi fell below zero for the first time this autumn. The Seoul Metropolitan Area weather office recorded minus 2.1 degrees at Panmunjom in Paju, minus 1.7 at Gwanin and Ildong in Pocheon, and minus 1.3 at Bukmyeon in Gapyeong and Baekhak in Yeoncheon. Yonhap said 16 cities and counties in Gyeonggi were under a cold-wave advisory, and that daytime highs there were forecast at 15 to 17 degrees. [ 5 ]
Maeil Business said the agency announced the advisories at 10:00 on 21 October for parts of Gyeonggi, Incheon, Gangwon, Chungbuk, Chungnam, Daejeon and Sejong, as well as southern inland areas such as parts of North Jeolla, North Gyeongsang and South Gyeongsang. Hankook Ilbo said they covered most inland areas except Jeonnam-Gwangju and Jeju, and were the first cold-wave advisories of the autumn for Gyeonggi and Incheon. [ 2 , 4 ]
Forecast lows for 22 October included minus 3 degrees in Daegwallyeong, 0 in Paju and Cheorwon, 1 in Chuncheon and Yeongwol, and 3 in Daejeon and Sejong, according to Maeil Business. Seoul Economic Daily and Hankook Ilbo also forecast 5 degrees in Seoul and 3 in Daejeon. Dong-A Ilbo and Hankook Ilbo said morning lows would be about 5 to 10 degrees lower than the day before. Strong winds were forecast to make it feel colder. Dong-A Ilbo and Hankook Ilbo said gusts of 70 km/h or more were expected on the west coast, in Jeju, the Gangwon mountains and east coast and the Gyeongbuk east coast. Maeil Business and Seoul Economic Daily said wind advisories were in place for Yeosu and parts of the Gangwon east coast and mountains, with rough-sea advisories offshore. Maeil Business said the advisory for the central East Sea open waters could be upgraded to a warning on the afternoon of 21 October. [ 1 , 2 , 3 , 4 ]
The outlets said frost and ice were possible in inland areas, and the agency asked for care over crops. Seoul Economic Daily and Hankook Ilbo said temperatures would begin to rise from 23 October. Hankook Ilbo forecast a low of 3 to 15 degrees and a high of 18 to 22 on 23 October. A Yonhap-cited agency official urged people to watch their health and guard against crop damage from the cold. Two outlets say it is issued when the morning low falls 10 degrees or more from the previous day to 3 degrees or below and is 3 degrees or more under normal. Yonhap describes it as issued when the low stays below minus 12 degrees for two days or more or when a sudden drop is expected to cause major damage.
