Capital Group has secured a Financial Services Permission from the Financial Services Regulatory Authority of ADGM, the international financial centre of Abu Dhabi, enabling it to operate as a regulated investment manager, the company and WAM said. The approval authorises the firm to conduct trading, investment management and distribution activities within ADGM. Capital Group manages $3.6 trillion in assets, according to the company and the Emirates News Agency. [ 1 , 4 ]
The regulatory step follows Capital Group's May 2026 announcement of plans to establish its first Middle East office in Abu Dhabi. The firm has since relocated associates from North America, Europe and Asia, bringing investment, operational and client-facing expertise closer to clients in the region, according to the documents. WAM reported that the local presence is expected to grow over time in line with business and client needs. [ 1 , 3 , 4 ]
“Establishing a regulated presence in Abu Dhabi brings us closer to our clients and to the investment opportunities across the Middle East, a region where we have been active for many years,” said Benno Klingenberg-Timm, head of the Abu Dhabi office and head of institutional for Europe and Asia at Capital Group. He added that the firm would have a meaningful on-the-ground presence from day one and that the move reflected its confidence in the region's long-term growth. Mike Gitlin, president and chief executive of Capital Group, said the Middle East was strategically important to the firm and its clients and that the licence reflected a long-term commitment to the region. Ahmed Jasim Al Zaabi, chairman of ADGM, said the firm's decision reflected the strength of Abu Dhabi's financial ecosystem and ADGM's growing position as a leading international financial centre for global institutions seeking long-term opportunities in the region. The National described ADGM as the largest international financial centre in the Middle East and Africa by number of active licences, and reported that it has continued to attract global institutions. Why it matters
The licence adds a large global active investment manager to ADGM, which the documents describe as the largest international financial centre in the Middle East and Africa by number of active licences and as a continuing draw for global institutions. For Abu Dhabi, the approval is presented by official and business outlets as a sign of the financial centre's ability to attract international firms. The documents give no figures on local hiring or investment beyond the relocation of associates and an expectation that the local presence will grow over time.
