China's Finance Ministry has allocated 550 billion yuan in unused local government debt quota to bolster county and district general public budgets and support effective local investment, according to reports published on October 9. The ministry said the allocation was made recently in line with decisions by the Communist Party leadership and the State Council. China News Service, Xinhua and several business outlets carried the allocation details. [ 1 , 2 , 3 , 5 , 6 , 10 ]
The allocation includes 300 billion yuan in general debt quota, all assigned for county and district use to strengthen their general public budget capacity. A further 250 billion yuan in special debt quota is assigned to regions with actual project financing needs in the fourth quarter, with a tilt towards major economic provinces. The ministry said priority should go to funding projects already under construction, while new projects should focus on key areas including what it called the six networks. It said government investment should help stimulate investment. [ 1 , 2 , 3 , 5 , 6 , 10 ]
The ministry said it would guide and urge local authorities to better align project pipelines with bond issuance, accelerate issuance and smooth the chain of fund disbursement so that the policy translates into actual construction progress sooner. Jiemian explained that unused debt quota is the difference between local government debt outstanding and the authorised debt ceiling. Its report cited official figures showing 54.8 trillion yuan in outstanding local government debt at the end of 2025 against an authorised ceiling of 58 trillion yuan, leaving 3.2 trillion yuan of unused capacity. Jiemian also reported that a September 28 State Council executive meeting called for making use of unused local debt quota as part of additional policy measures. [ 1 , 2 , 3 , 5 , 6 , 8 , 10 ]
