China's Ministry of Human Resources and Social Security reported on October 10 that 10.52 million new urban jobs had been recorded in January–September, completing 87.7% of the annual target. The surveyed urban unemployment rate averaged 5.2% during the first eight months. Ministry representatives described the employment situation as generally stable at a State Council Information Office morning news conference on employment and social security development in the 15th Five-Year Plan period. The ministry outlined plans to support employment for university graduates and other young people and improve employment quality for flexible workers and people in new forms of work.
