Seoul city said on 22 October that it carried out an on-site fast-track planning advisory session on 20 October for the rebuilding of four apartment complexes in the Suseo housing development district of Gangnam District. The complexes are Suseo Dongik, Suseo Shindonga, Suseo Samik and Suseo Hanareum. Newsis said the city began the advisory on 20 October. [ 1 , 2 , 3 ]

According to Yonhap and Newsis, the target complexes have 330, 1,162, 645 and 498 households respectively. Yonhap put the total at about 2,600 households and said all four were completed in 1992 or 1993. Newsis listed Dongik and Hanareum as completed in 1993 and Shindonga and Samik in 1992, all with 15 floors. It gave floor area ratios of 201.98% for Dongik, 202.29% for Shindonga, 225.43% for Samik and 249% for Hanareum, and site areas of 15,122.59, 31,684.6, 23,969.4 and 28,795.1 square metres. [ 2 , 3 ]

A team called the One-Team, made up of city and district officials and experts in urban planning, architecture and transport, visited the sites. It checked height differences within the districts, road network links and traffic handling, and the city plans to reflect the results in the redevelopment plan. Asia Economy said the team visited Suseo Samik on 20 October. [ 1 , 2 , 3 ]

The city said the advisory was meant to move away from administration based mainly on document review and to complete redevelopment plans that can be carried out, through on-site diagnosis. Asia Economy and Newsis said the fast-track planning advisory project secures the completeness of a plan from an early stage through intensive review suited to each site, and aims to sharply reduce the plan revisions that had repeatedly occurred during later reviews. Yonhap said the city intends to shorten the time needed to draw up redevelopment plans. [ 1 , 2 , 3 ]

Yonhap reported that this was the second on-site advisory of this kind, after a first one in August for a rebuilding complex in Nowon District. [ 2 ]

Myeong No-jun (명노준), head of the city's housing bureau, was quoted by Asia Economy and Newsis as saying the simultaneous on-site advisory for the four complexes was meant to move away from desk-based administration and maximise the speed of Gangnam rebuilding through practical support. He said the city would spare no administrative support so the Suseo area could quickly become a redeveloped residential area. Yonhap quoted him as saying the city would continue its administrative support. [ 1 , 2 , 3 ]

Why it matters

The city says the approach is meant to cut repeated plan revisions during later reviews and shorten the time needed to draw up redevelopment plans. The documents give no completion dates, so the effect on timing is not yet known.
