Musa Musaev became mayor of Makhachkala in 2015, Vedomosti reported. He was detained in January 2018, and a criminal case was opened against him under part 3 of article 286 of the criminal code, covering actions exceeding official powers that caused grave consequences. According to the investigation cited by the newspaper, in March 2016 Musaev, knowing that a plot of about 17,500 square metres in Makhachkala belonged to Dagestan, transferred it to OAO ASPK for a payment of 1,100,000 roubles.
