Russia's Health Ministry said financing for the healthcare section from all sources of the budget system will amount to 28.6 trillion rubles in 2027–2029, with spending increased compared with 2026. RIA Novosti and TASS reported the same total, and TASS carried the ministry's statement that the spending is increased relative to 2026. [ 1 , 2 , 3 ]
According to Vedomosti, which cited the ministry's press service, the annual volume rises through the three-year period: 8.9 trillion rubles is planned for healthcare in 2027, 9.6 trillion in 2028 and 10.1 trillion in 2029. Those yearly figures appeared only in Vedomosti's report. [ 1 ]
The healthcare total sits inside a draft federal budget whose overall spending is planned at 48.8 trillion rubles in 2027, 50.9 trillion in 2028 and 53.9 trillion in 2029. Vedomosti reported that combined healthcare spending from the federal budget and the Federal Compulsory Medical Insurance Fund in 2027 should grow by about 6% to 7.02 trillion rubles from 6.64 trillion rubles in 2026, of which 1.82 trillion rubles is provided under the healthcare section of the federal budget and 5.21 trillion rubles in the compulsory medical insurance fund budget. Another 561 billion rubles is planned for 2027 under the national project “Long and Active Life”. [ 1 ]
The government submitted the draft federal budget for 2027 and the 2028–2029 planning period to the State Duma on September 30. Among the cabinet's stated priorities, according to Vedomosti, were developing healthcare, meeting social obligations and achieving national goals. The documents do not say what stage of consideration the draft has reached. [ 1 ]
Why it matters
The figure sets the funding envelope for Russian healthcare for the next three budget years and is one of the spending priorities the government named when it submitted the draft budget. Because the documents describe a draft rather than an adopted budget, the amounts could still change as the State Duma considers the plan.
